Even though Armenia expressed satisfaction with outcomes of Parague
Summit, the negotiations may be considered an absolute failure,
political scientis Sergey Shakaryants said, referring at the same
time to French Foreign Minister’s statement that no breakthrough was
achieved since parties held contrary views on key issues. "As shown
by Yerevan and Ankara’s subsequent statements, the key question was
NKR status," Armenian political scientist said.

Mr. Shakaryants finds that US attempt to break military assistance
parity between Armenia and Azerbaijan and decision to suspend
funding NKR right after the Prague Summit seems suspicious. The US
is simply exerting pressure upon Armenia by forcing it to agree to
the "suspended status and to return territories surrounding NKR,"
Mr. Shakryants says. "The US in the meantime makes it clear that the
only party refusing to acknowledge NKR’s status beyond Azerbaijani
borders is Washington. France and Russia are going to recognize NKR
in the near future, however, they still refrain from making drastic
steps in that direction."
