Shavarsh Kocharyan: Azerbaijan’s statements overstep the limits of
elementary courtesy

The recent statements of Azerbaijan on the settlement of the Karabakh
issue seem to exceed the limits of diplomatic ethics. Asked to comment
on this, the Deputy Foreign Minister of Armenia, Shavarsh Kocharyan
stated: `It is obvious that those statements have overstepped not only
the limits of diplomatic ethics, but also the limits of elementary
courtesy.

It has already become a tradition for the Azerbaijani side to come
forth with statements preceding every meeting of the Presidents, which
harms the expected meeting.

Strangely, the same takes place after the meeting, when the statements
of the Azerbaijani side differ from the assessments of both Armenia and
the OSCE Minsk Group Co-Chairs.

A question arises: which is the objective Azerbaijan pursues ` to
negotiate or try to fail the negotiations through pitiable obstinacy?
