Movses Martiryan, the friend of Sargis Hatspanyan imprisoned in
connection with the March 1 events, wrote an open letter to the
Armenian President Serge Sargsyan, the NKR President Bako Sahakyan and
the Armenian minister of the Diaspora Hranush Hakobyan. "My friend
has been in prison for 9 months, and I came to meet him behind the
bars. I do not want to give a legal evaluation of his sentence of
three and a half years in prison.

I know that the amnesty which came into effect on January 19, 2009
applies to him but for whatever reasons the information that I and
tens of thousands know, namely his participation in the defense of
the homeland has not been found in the archives of the two Armenian
states for over 40 days.

Amnesty is first of all a humanitarian action. When Sargis went to
fight in Artsakh, he displayed his philanthropy, and the same feeling
of philanthropy has led me to Armenia to him," his letter runs.
