ARF TO PRESENT SOON ITS PROPOSALS ON MAKING AMENDMENTS TO ARMENIA-TURKEY PROTOCOLS

YEREVAN, SEPTEMBER 15, NOYAN TAPAN. The ARF will soon publish its
proposals (with the respective substantiation) on making amendments
to Armenia-Turkey protocols initiated on August 31, ARF Bureau member
Aghvan Vardanian announced at De Facto press club on September 11. In
his words, each proposal will be within the norms of international law.

"These proposals should be definite so that we will not assume other
disguised obligations. The matter concerns first of all the problem
of the Genocide so as not to make it a subject of discussion. We
will rule out the assumption of additional obligations on bilateral
or multilateral recognition of borders because we are members of
international organizations and we have already done all thus,"
A. Vardanian said. He underlined the necessity of clear wording in
order to avoid considering the Nagorno Karabakh problem in the context
of territorial integrity.

He deemed it important to get proposals from all political forces
and figures and to hold dicsussions. According to him, no domestic
political consultation has taken place so far, although its need was
indicated in the report attached to the protocols. "What we have been
doing in the past ten days: press conferences, inteviews, and opinions
by experts has little relation to internal political consultations,"
he noted.

He considered as strange the opinion expressed by the Armenian foreign
minister’s spokesman to the effect that the discussions have begun
as various views on the problem are being voiced. A. Vardanian said
no one will deny the exceptional importance of the problem for the
state and people, and political consultations mean also discussions
at other levels such as the Security Council, the National Assembly,
and the government. He added that unlike Armenia, Turkey has already
developed a clear agenda and is holding meetings with representatives
of the General Staff and the National Assembly.
