ARMENIAN-TURKISH PROTOCOLS TO BE CONSIDERED INTERNATIONAL TREATIES WITH BINDING LEGAL EFFECT

/PanARMENIAN.Net/ "Final signature of Armenian-Turkish Protocols will
have negative impact on Armenia. Despite international community
and Armenian authorities’ statements, document will be perceived
as international treaty," ARFD parliamentary faction leader Vahan
Hovhannisyan told today a press conference in Yerevan.

Protocols, he said, contain agreement clauses which will have binding
legal effect after being signed. And that’s what Turkish senior
officials confirm in their statements. Mr. Hovhannisyan also stressed
the importance of considering Turkish Foreign Minister’s statement on
OSCE MG’s failure to achieve Karabakh conflict settlement and proposal
to make process effective. "All that testifies to Turkey’s intention
of being directly involved in the settlement of Artsakh problem,"
he said.

At that he noted that Protocol signing will intensify hostilities
between Armenia and Turkey since documents contain anti-Armenian
clauses not subject to implementation. "By signing Protocols, Turkey
will continue pressures and hostilities, since Armenia is undertaking
commitments that give rise to concerns," ARFD faction leader said.

To journalists’ question concerning possibilities of cooperation
between Dashnaktrutyun and Heritage, he gave positive answer, stating
that two parties will maintain close contacts.

In response to the question whether ARFD considered itself a
pro-opposition force only because of Armenian-Turkish process,
Mr. Hovhannisyan said there were many other decisions their party
disagreed with. "A priority issue at present is Armenian-Turkish
relations, hence more attention is focused on that problem," he noted.
