MADRID PRINCIPLES’ LOGIC IS REFERENDUM

Current phase of Karabakh conflict’s settlement, that is, "Madrid
principles", is based on referendum which will determine the final
status of Nagorno-Karabakh, returning of "security zone" under
Azerbaijan’s control and normalization of relations between the two
countries, said in an interview with "Vesti v subboty" Armenia’s
President Serzh Sargsyan.
"If that is true that this process’s elements follow from
Nagorno-Karabakh’s final status then I think, we’ll success," said
Mr. President.
According to President Sargsyan, the most guarantee of Karabakh
security is a well crafted and coherent document.
"That document must very clearly fix arrangements we make, for neither
Armenian side, nor Azerbaijani one could have an excuse or a cause
to avoid further negotiations or to escalate," stressed Mr. Sargsyan.
He told that negotiations are ongoing and are under presidents and
foreign ministers’ attention, the countries are regularly visited
by co-chairs.
"We have already had many meetings with Azerbaijan’s President;
have discussed a few issues of "Madrid principles". Russian President
Dmitry Medvedev joined us and with his help we have almost reconciled
the first item and in my own name I say "thank you" to him. I think
we should meet frequently with Azerbaijan’s President and continue
talking of these principles."
Speaking about Azerbaijani refugees’ return to Karabakh, Mr. Sargsyan
noted that he favored their return after receiving of the final status
of Nagorno-Karabakh, because "there was still no such conflict,
in which the return of refugees before dates didn’t provoke a new
outbreak.
