ArmInfo. Turkey will as always use ratification of the Protocols to
exert pressure on Armenia and force out concessions. In this context
our diplomacy must be very vigilant, said Ruben Safrastyan, Director
of the Oriental Studies Institute, the National Academy of Science
of Armenia.
He called Serzh Sargsyan’s visit to Turkey just the end of the first
stage on normalizing relations with Turkey and a beginning of the
second stage when the protocols should be ratified. "I cannot say
how long period will ratification require, but the border will not
be opened soon," he said.
R. Safrastyan believes that Turkey signed the Protocols not to allow
recognition of the Armenian Genocide by the US Congress. The remaining
reasons are of higher strategic importance to Turkey and pave its
path to the EU, he said.
Armenia and Turkey signed the "Protocol on the establishment
of diplomatic relations" and the "Protocol on the development of
bilateral relations" in Zurich on October 10. To come into effect
the protocols must be submitted to the respective Parliaments for
the ratification on each side. Armenia and Turkey have no diplomatic
relations and their border was closed in 1993 by Ankara.
