Reforms will be carried out in the civil service system in Armenia
within the framework of the Armenia-European Union cooperation
program. A decision to start working out a program of reforms
corresponding to EU standards was made at an October 14 sitting of
the interdepartmental working group conducted by RA National Security
Council Secretary Artur Baghdasarian.
Program’s goal is harmonization of the civil service system of European
Union member states and Armenia, formation of a cooperation network,
development of new mechanisms and frameworks of cooperation.
A. Baghdasarian said that reforms imply elaboration and adoption of
civil servants’ ethics code and training conception, improvement of the
mechanisms and procedures of employment in the civil service system,
state servants’ retraining and requalification. As a result a common
system of state government by European Union standards regulated by
laws and legal norms will be created in Armenia.
According to a report by the National Security Council Secretary
Press Service, it was decided to finish working out the program of
reforms by 2010 June.
