The Armenian Foreign Ministry convened a regular morning meeting.

Foreign Minister Edward Nalbandian looked over the attendants:

– Thus, Turkey has stated that it will not open border until we
withdraw the troops. Now people demand us to answer Ankara’s this
step. Your proposals, please.

Deputy Foreign Minister Arman Kirakosian was the first to take
the floor:

– It is necessary to recognize the independence of Nagorno-Karabakh!

"Good idea!" Shavarsh Kocharian shouted to express his support. But
