YEREVAN, DECEMBER 3, NOYAN TAPAN – ARMENIANS TODAY. The RA Foreign
Minister spoke at the 17th session of OSCE Council of Foreign
Ministers proceeding on December 2 in Athens. According to the RA
Foreign Ministry, Minister Nalbandian touched upon issues on the OSCE
agenda, necessity of perfection of the European security attaching
importance to elaboration of a new system of European security,
which will be acceptable for everybody, equal and all-embracing.

The RA Foreign Minister drew attention of OSCE member countries’
Foreign Ministers to Azerbaijan’s violating the international
commitments on limitation of armament, its periodic bellicose
statements and obvious violation of one of the basic principles of
international law, non-use of force or threat of force.

Minister Nalbandian also touched upon the normalization process
of Armenian-Turkish relations attaching importance to ratification
of protocols between Armenia and Turkey. In Minister’s words, the
groundless delay of the process and bringing forward preconditions,
including attempts to link that process with the Nagorno Karabakh
settlement, can damage both processes.

The RA Foreign Minister thanked the international community for
unreserved support to the normalization process of Armenian-Turkish
relations. Edward Nalbandian emphasized that all countries of the world
expressed their support to the process of normalization of relations
between Armenia and Turkey, only one country, Azerbaijan is against,
opposing not only to the basic principles of OSCE but also to the
whole international community.

Speaking about the negotiations on Nagorno Karabakh settlement Edward
Nalbandian mentioned the importance of keeping the positive dynamics
formed as a result of meetings between the RA and Azeri Presidents and
emphasized the necessity of not taking steps hindering the peaceful
process. As the latest example of such activity E. Nalbandian mentioned
Azeri Minister’s speech voiced some minutes before, in which one more
attempt was made to misrepresent the essence of the Nagorno Karabakh
problem and the proceeding negotiations.
