ARFD THINKS THAT CONSTITUTIONAL COURT OF ARMENIA HAS TAKEN INTO CONSIDERATION MOST OF ARFD PROPOSALS

ArmInfo. "It is obvious for us that the part of the document
concerning legal grounds fixes 80% of our proposals",- Armen Rustamyan,
Representative of the Supreme Body of ARF Dashnaktsutiun, said after
the Constitutional Court had published the decision on compliance of
the Armenian-Turkish Protocols with the Armenian Constitution.

"However, the problem is that if Armenia considers these Protocols
in such a way, this doesn’t mean that Turkey considers them the same
way",- said Rustamyan.

According to him, only the part of the CC decision concerning the
compliance of the Protocols with the Armenian Constitution has a legal
force. Rustamyan positively estimated the fact that CC took into
account all the items troubling ARFD. "I think this is a positive
step that such a high instance took into account the concern over
the Genocide problem and issue of opening borders",- he said.

Rustamyan thinks that the CC decision was a tactical political
step, however, one shouldn’t have so soon submit the Protocols for
consideration of the court so as not to give Turkey an opportunity
to make use of our position in advance. "I am sure that Turkey will
use this decision, and we’ll shortly see their reaction",- he said.

Rustamyan stressed that ARFD will continue its protest actions as
the goal has not been attained yet. "After all, the Constitutional
Court has given the green light for the Protocols, and now it is for
the parliament to consider this issue",- he added. Rustamyan stressed
that the Protocols will ratified only with the relevant reservation
of the National Assembly if they are.

According to him, the National Assembly still has some time
to introduce relevant amendments to have the right to introduce
reservations. Rustamyan thinks that there is one more way: the Armenian
president himself should make the relevant reservations and attach
them to the Protocols in the process of ratification.
