Azerbaijani Foreign Ministry has issued a final for 2009 for the media.

The report says that international processes that took place in the
world in 2009 were marked by high dynamics and aggravation of global
challenges.

General situation of world politics was characterized by instability.

Thus, the reporting period saw the highest phase of the global
financial crisis. Apart from this, the last year also saw trends
towards re-grouping of centers of power and influence in the world
community.

With regard to settlement of Armenian-Azerbaijani Nagorno-Karabakh
conflict, the report noted that 2009 was distinguished by intensity
of the negotiations.

"Six meetings were held between Azerbaijan and Armenian presidents
through the OSCE Minsk Group co-chairs’ mediation efforts over the
reporting period. All these point to intensity of the negotiating
process. In the meantime, the international community had quite high
interest to in resolution process."

"The international community realized inadmissibility of preserving
the status quo in the Armenian-Azerbaijani Nagorno-Karabakh conflict,"
the it said in a report.

In addition, the report highlights the statement by the presidents
of the co-chairs countries of OSCE Minsk Group made during the Group
of Eight meeting in the Italian city of Aquila on July 10.

It also emphasizes the joint statement the representatives of the OSCE
Minsk and the Foreign Ministers of Azerbaijan and Armenia adopted at
the Council of Foreign Ministers of OSCE in Athens on Dec. 1.

"Azerbaijan’s position in resolution of the Karabakh conflict is
unambiguous – the conflict must be resolved within the framework of
the sovereignty, territorial integrity and internationally recognized
borders of Azerbaijan. This position is based on international
norms and principles, the UN Charter, the Helsinki resolutions and
international documents adopted on resolution of the conflict,"
the report said.

Negotiations on settlement of the conflict are directed at coordination
of details proceeding from these principles, the Foreign Ministry
notes.

"In 2009, in different directions Azerbaijan moved to the tactics of
attack in the legal application of the principle of self-determination
taking into account the territorial integrity and country’s flexible
export policy has promoted country’s leading role in the energy
transport in the region."

"Last year, the country continued to its contribution to global
challenges, international efforts to combat threats and risks and
further strengthened existing basis for cooperation with the European
Union and NATO," the report said.

The Azerbaijani Foreign Ministry also noted growing political
credibility and importance of Azerbaijan in the Islamic world, and
strengthening relations with the Turkic states in the past year.
