/PanARMENIAN.Net/ Azerbaijan’s Armenian refugees not only correspond
to definition of international law on refugees. They are refugees who
were forcibly deported, Heritage secretary, parliamentarian Larisa
Alaverdyan said.
As she told PanARMENIAN.Net reporter, in spite of 20 years which
passed since Baku events, many issues remained unresolved.
Touching upon Karabakh conflict settlement, Alaverdyan noted that in
the course of conflict settlement, Armenia should first of all act
not as a negotiating party, but rather as a supporter to negotiating
party, i.e. NKR. At the same time she stressed that issues like
forcible resettlement, compensation and restoration of rights were
never adequately reflected in the context of negotiations.
"Karabakh issue isn’t NKR’s but rather Azerbaijan’s, which can’t
reconcile with the fact it is no longer allowed to appropriate and
annex territories which do not belong to it," Alaverdyan noted,
adding that Azerbaijan’s impunity after annexation of Nkhichevan
which did not belong to it, allowed Azerbaijan to repeat the same
actions where NKR was concerned.
"Azerbaijan has long lost its rights to participate in Karabakh
conflict settlement negotiations as a full fledged negotiating party.
Baku is the one to create the main problem with conflict
settlement," she emphasized. At the same time, she noted that
RA-Turkey rapprochement process should have no influence on
international recognition of Karabakh. "NKR’s development course
aimed at establishment of democratic state has long been determined,"
Larisa Alaerdyan concluded.
