Rovshan Ibrahimov Ratification of the protocols on Turkish-Armenian
rapprochement has reached deadlock.
Following serious protests from Azerbaijan Turkey realized that
ratification of the protocols requires at least the liberation of
the regions around Nagorno-Karabakh, political scientist Rovshan
Ibrahimov told 1news.az yesterday.
He was commenting on the protest note sent by the Armenian Foreign
Ministry to Turkey, which says that Ankara is deliberately frustrating
the process of normalizing relations.
When Turkey realized understood that Armenia is not a country that can
settle the Karabakh conflict, it held meetings with the governments
of the United States and Russia, Ibrahimov said.
"Turkey has realized that no progress can be expected on the issue.
When the Armenian Constitutional Court changed some elements in the
protocols, this provided a good opportunity to Turkey not to ratify
the protocols. Turkey realized that it might lose more than it would
gain from ratification of the protocols. A deterioration in relations
with Azerbaijan and an improvement in relations with Armenia do not
give Ankara any guarantee that the problem of the territorial claims
of Armenians and the so-called ‘genocide’ will be settled."
