"The process of ratification of the Armenian-Turkish protocols has
actually stopped, because Turkey continues insisting on what it had
been saying before and after the signing. That is to say, Turkey
will not normalize relations with Armenia unless the Karabakh issue
is solved," Head of the Armenian Revolutionary Federation (ARF)
Bureau’s Hay Dat and Political Affairs Office Kiro Manoyan told a
press conference today

"Turkey has forwarded the protocols to the Parliament, but the
ratification process is not restricted to this. The Foreign Relations
Committee of the Turkish Parliament was to present its conclusion by
December 7, but it didn’t happen. Moreover, the issue was not even
discussed in the Committee," Kiro Manoyan said.

Touching upon the recent statements that war in Karabakh might resume,
Mr. Manoyan said "it’s a way of creating an atmosphere of fear and
the statements do not correspond to reality. "In reality, I think that
progress in the ratification of the protocols will incite Azerbaijan
to prevent the process," he said.

There are no bases to think that the failure of the process of
ratification may lead to the resumption of military actions, Head
of the Armenian Revolutionary Federation (ARF) Bureau’s Hay Dat and
Political Affairs Office says.
