HYSTERICS OF AZERBAIJAN ON RESUMPTION OF WAR INAPPROPRIATE

Azerbaijan’s frontline is not ruled out, but I do not think it will
happen," Artyush Shahbazyan , secretary of the ARFD parliamentary
told a briefing at the National Assembly of Armenia.

According to Shahbazyan, a new war will not resemble the war of early
1990’s, as the preparedness and weapons of the armies of both countries
are different. "Immediately after hostilities starts, the parties will
suffer great losses that would result in a great numbers of refugees,"
he said.

ARFD faction secretary added that the hysteria of Azerbaijan on the
resumption of hostilities is not appropriate, since at the beginning
of March 2008 an unsuccessful attempt had already been made and the
Azerbaijani army had suffered substantial losses.

On March 3-4, 2008 the Azeri troops tried to break the NKR Defense
Army. As a result of actions taken by the NKR army, the Azeri side
lost more than 20 people.

The Armenian Revolutionary Federation Dashnaktsutyun is an Armenian
political party founded in Tiflis (Tbilisi, the capital of Georgia)
in 1890 by Christapor Mikaelian, Stepan Zorian, and Simon Zavarian
The ARF has the largest number of members from the political parties
present in the Armenian Diaspora, having established affiliates in
more than 200 countries.

The ARF Dashnaktsutyun led the effort toward the establishment of
the first Armenian Republic in 1918 and was the party in power for
the duration of its existence. Following the Sovietization of Armenia
in 1920, the ARF-Dashnaktsutyun was banned by the Communists and its
leadership exiled.

In the Diaspora, the ARF Dashnaktsutyun fought Soviet rule over
Armenia and championed the cause of Armenian rights and independence;
it played a leading role in organizing a social and cultural framework
aimed at preserving the Armenian identity.

The ARF Dashnaktsutyun officially re-emerged in Armenia during the
dissolution of the USSR, in 1990.

On December 28, 1994, the activities of the ARF-Dashnaktsutyun were
"temporarily suspended" by the Armenian authorities. In view of
the political nature of the anti-ARF interdictions by the Armenian
authorities, the ARF continued to operate in Armenia. On February 9,
1998, less than a week after the resignation of the then president
Ter-Petrossian, the Justice Ministry lifted the ban on the ARF
Dashnaktsutyun.

The conflict between Nagorno Karabakh and Azerbaijan broke out in
1988 as result of the ethnic cleansing the latter launched in the
final years of the Soviet Union. The Karabakh War was fought from
1991 to 1994. Since the ceasefire in 1994, sealed by Armenia, Nagorno
Karabakh and Azerbaijan, most of Nagorno Karabakh and several regions
of Azerbaijan around it (the security zone) remain under the control
of NKR defense army. Armenia and Azerbaijan are holding peace talks
mediated by the OSCE Minsk Group up till now.
