AZERBAIJANI MP: U.S. IS TRYING TO PUSH NAGORNO-KARABAKH CONFLICT INTO BACKGROUND

Member of the Azerbaijani Milli Majlis (Parliament) Fazail Agamali
says the U.S. position regarding Azerbaijan has undergone significant
changes.

"Apparently, this is due to the fact that their efforts aimed at
Armenian-Turkish reconciliation failed without taking into account
Azerbaijan’s position on the Karabakh issue. U.S. long-term delay in
appointing ambassador to Azerbaijan arises a number of questions. The
U.S. is trying to push resolution to the Karabakh conflict into
the background. America, as co-chair of OSCE Minsk Group, takes
pro-Armenian position publishing provocative reports criticizing our
country," the MP said.

"The position displayed by the U.S. contradicts democratic values."

A number of political parties in Azerbaijan are sponsored by foreign
funds in different countries, the MP added.

"It is possible that that they may be sponsored also by the United
States, through various funds, for example, USAID and others," the
deputy said.

"Recently world mass media reported about an article published by the
Spanish Rebelion newspaper which stated that "a senior official of the
U.S. Agency for International Development (USAID) has confirmed that
the Central Intelligence Agency (CIA) uses the USAID for providing
funds and contracts to third parties to facilitate their operations,"
the MP noted.

"The Spanish newspaper article entitled "The CIA used USAID as a
shield" said that an official who worked for USAID for many years and
was responsible for regional programs, said that CIA grants contracts
on behalf of USAID, itself remaining on the sidelines. The article said
"Three months ago, two CIA agents, who worked under the umbrella of
USAID, were exposed in the African country in which these companies
are making multimillion-dollar investment. These officers were expelled
from the country. "

MP Agamali also noted that the plans to finance political parties in
Azerbaijan from overseas have persisted in the past as well.

"This practice has been carried out since 2005 when many opposition
members dressed up in orange ties dreamed to go to parliament. I am
sure that if such attempts are made in the current year, it will not
help the opposition, part of which is sponsored by foreign funds from
different countries," said the parliamentarian.

"This year Azerbaijani opposition may be well sponsored by USAID or
other U.S. organizations that may be created for these purposes."

He stressed that analysis into the current political situation in
the opposition camp also points to this.

He said attempts, how the MP put it, to finance certain political
groups, will be made in 2010, too.

"What is interesting is that the article in the Spanish newspaper also
says that unpleasant incidents, in which USAID officers were involved,
have occurred in other countries of the world. In particular, the
Spanish newspaper article gives the facts of expulsion of USAID from
many countries because of subversion: "In 2005, USAID representatives
were expelled from Eritrea on charges of subversion. Over the past
five years, Ethiopia, Russia and Belarus ordered to cease activity
of USAID representatives in their countries."

"Many political forces are trying to attract attention of these
American organizations," Agamali underscored.

He also stressed that the U.S. has demonstrated a policy of
double standards and pro-Armenian position, turning a close eye
to the genocide committed by Armenian nationalists in Khojaly,
Armenian-Azerbaijani Nagorno-Karabakh conflict as a result of which
more one million Azerbaijanis became refugees and internally displaced
persons.

"I consider this as the greatest injustices by the United States.

There are video and audio evidence, photographs proving the genocide
in Khojaly. But American Congress does not debate it. Everyone sees
the U.S. unfair position on these issues," he said.

"Instead, U.S. discusses the far-fetched "Armenian genocide." Where is
the sincerity? What kind of democracy is this? This is not democracy,
but a comedy, and we are well aware of its aim. U.S. is not interested
in liberation of Azerbaijani lands and continues to support Armenia.

In the end it may lead to large disruptions in the region provoking a
new war and disappearance of Armenia. I blame the U.S. and its policy
of patronage of Armenia for this," the Azerbaijani MP added.
