DISTORTING ESSENCES-THE ESSENCE OF AZERI POLICY

More than a month ago the acting chairman of OSCE, the Minister for
Foreign Affairs of Kazakhstan Kanat Saudabaev being on a visit in
Yerevan, has underlined, that among priorities of presidency of Astana
in OSCE the special place occupies the permission of so-called long
conflicts. Thus he has added, that Kazakhstan has additional resources
for assistance to settlement of the Karabakh conflict, "taking into
account knowledge of history of a problem". Let’s agree, the last
passage is more than important in a context of frank distortion by
Azerbaijan essences of both the Azerbaijan-Karabakh conflict, and
process of its settlement.

As it’s known, the international intermediaries speak with hope about
possibility of not power decision of the problem, the result of which
will become safe and stable peace in the region. Of course, these are
kind wishes, however, they can be realized under certain conditions.

Besides political will of the parties, that, out of doubt,
necessarily, there is one more, and, rather important condition
– in order that process crowns success, it initially should be
based on the truth. Here problems begin, and they are created by
Azerbaijan. It is possible to assert without any exaggeration,
that the lie in this country any more is erected one decade in the
absolute. National and state policy of Azerbaijan is constructed on
it, official Baku tries to build all process of settlement of the
conflict on it. For achievement of the purposes the Azerbaijan party
without any hesitation forges history of region and the conflict,
wrongly, in its favour, treats international law and the important
international documents. And it does it very impudently, neglecting
as historic facts – both far, and the recent past, – so opinion of
authoritative experts concerning the Karabakh conflict. The lie became
for Azerbaijan the tool of continuation of war, this time already in
a diplomatic-information field. The Azerbaijan official propagation
tirelessly spreads the lie that the conflict which, as it is known,
arisen in 1988, has arisen because of territorial claims of Armenia to
Azerbaijan, not noticing at all absurdity of the similar statement –
after all within the limits of united Soviet Union for that time such
thing basically was impossible. But one lie generates another, and
Azerbaijan, itself made the armed aggression against Nagorno-Karabakh
in reply to its constitutional requirement to resubdue the area of
the Armenian Soviet Socialist Republic, tries as an aggressor to
expose Armenia, not the first year achieving in the international
instances of fastening to it of the similar status. From here crafty
figures about either twenty percent of "occupied territories", or one
million Azerbaijan refugees. It is necessary to carry to this heap
of lie also the Azerbaijan interpretation of known four resolutions
of the UN Security Council from 1993. They, as it is known, first of
all demanded ceasing of all military actions and only taking out of
armed forces from the occupied territories during the war. Azerbaijan
has ignored requirements about the war ceasing and has never executed
them, however to this day speculates with Security Council resolutions,
accusing the Armenian party in infringement of these documents. And,
treating in own way the known article 51 of the Charter of the United
Nations about self-defence which provides protection at an attack of
one state on another, that in a case with the Karabakh conflict just
and serves as charge to the Azerbaijan, Baku continues to threaten
referring to it with war renewal though any international organization
does not see and does not reserve for its such right.

To audits of Azerbaijan are exposed also Madrid principles, on basis
of which the co-chairmanship the Minsk group of OSCE suggests to
resolve the conflict. As it is known, they provide carrying out in
Nagorno-Karabakh a referendum by definition of the future political
status of edge on the basis of will of its population. Ephemeral of the
given position is obvious, as it does not regulate accurately terms
and conditions of carrying out of a referendum. But now the question
is not about it. The question is that even this ephemeral possibility
definitively to resolve the conflict Azerbaijan destroys on a root.

"It cannot be a word about definition of status of Nagorno-Karabakh
outside of Azerbaijan. It will not be tomorrow, in 100 years, never.

We cannot accept it". Such categorical statement was made literally
one of these days by Azerbaijan president Aliev. About what will
there can be a word if the head of Azerbaijan a priori refuses
either Nagorno-Karabakh, or curators of peace process in realization
of principles of settlement and by that blocks negotiations? And
again, an obvious distortion of an essence and sense of process of
settlement. To look for 100 years forward we do not intend. However
that intermediaries managed to build the future of our region, they
should finish lie and cavalier manners of official Baku. Differently,
at new presidency of OSCE in the name of Kazakhstan has a plenty of
works for clarification of Ávgievs, that is Azerbaijan, stables from
a heap of long-term lie. If Astana has really "additional resources"
for it and, the main thing, "knowledge of history of a problem".
