Vafa Guluzade ‘I do not believe in the success of Madrid principles
as they are not approved by Russia.
The Madrid principles were developed by the OSCE Minsk Group co-chairs,
while by 2004 all proposals on deblocking the Karabakh knot had been
developed by the Russian structures. These are the first proposals-the
package, partial settlement and idea of "common state" which are built
the way the parties could not agree on them’, political scientist
Vafa Guluzade said.
"There are two mutually exclusive principles-the territorial integrity
and self-determination of national minorities", he continued.
"Principle of self-determination of national minority is absurd
as nations deprived of the right to self-determine were under
occupation and this principle is made up for them. But Karabakh
Armenians have never been under occupation, Karabakh has never been
occupied by Azerbaijan. Therefore, Karabakh Armenians have no right for
self-determination. The fact that a single package includes the right
of Armenians for self-determination and the principle of the integrity
of the states, makes the agreement impossible and negotiations eternal.
The right of Karabakh Armenians for self-determination is supported by
the West which makes this right absolutely anti-Azerbaijani. Instead
of demanding unconditional withdrawal of troops from the Azerbaijani
territory from Armenians, the world superpowers discuss the right of
Armenians for self-determination with us. Therefore, Madrid principles
are also inappropriate for Azerbaijan like the rest principles made
up for the Karabakh settlement", Guluzade concluded.
