Alternative Plan Of Peaceful Settlement Of Nagorno Karabakh Conflict

ALTERNATIVE PLAN OF PEACEFUL SETTLEMENT OF NAGORNO KARABAKH CONFLICT APPEARS IN ARMENIA

ArmInfo. "Committee For and Against USSR" Armenian human rights public
organization has published a Declaration on advancement of a Plan of
peaceful settlement of the Nagorno Karabakh conflict as an alternative
to OSCE MG proposals, the organization’s press release says.

According to the document, "the authorities of Armenia and Azerbaijan
failed to reach a political agreement on the Nagorno Karabakh status
over 16 years after signing of an agreement among Azerbaijan, Armenia
and Nagorno Karabakh on complete ceasefire and termination of military
actions, and OSCE MG currently proposed the Parties in the conflict
to recognize a Temporary status of Nagorno Karabakh as a compromise.

Considering this fact, the following is required for settlement of
the Nagorno Karabakh conflict: completely eliminate a threat of war
resumption, assure international protection of the existing demarcation
line, repeal the bans for transit of cargo among Azerbaijan, Armenia
and Turkey, as well as determine the Nagorno Karabakh status through
legal solution of the dispute between the Azerbaijani and Nagorno
Karabakh Republics regarding state succession in the territory of
the former Azerbaijani SSR. It is necessary to accept a mutually
acceptable political decision, through negotiations among the parties
in the conflict, on the following issues: restitution or compensation
of the national minorities’ impaired rights, reparation for illegal
use of military force and establishment of international borders".

"Moreover, based on requirements of the international law standards,
to completely eliminate a threat of war resumption, Azerbaijan, Armenia
and Nagorno Karabakh have to sign an agreement on termination of armed
conflict. Based on requirements of the international law standards,
to completely eliminate economic measures of compulsion of Armenia to
unilateral concessions, Azerbaijan, Armenia and Turkey have to sign
an agreement on freedom of transit, where issues of functioning of
transit transport corridors through the territories of these states
should be solved", the Declaration says.
