Based on the decisions of international courts, there are no grounds for instituting disciplinary proceedings against judges of the Republic of Armenia. This is what Minister of Justice of Armenia Rustam Badasyan told journalists today when asked whether the parliament is drafting a bill by which judges can be held liable on the grounds of the cases lost in the European Court of Human Rights.

According to him, during the process of institution of a case, the body must see whether the judicial or material norm is violated or not.

“The Supreme Judicial Council must say whether a particular court has committed a disciplinary violation or not,” he said.

The minister stated that the part of the Judicial Code regulating the procedure for instituting disciplinary proceedings against judges is almost ready.

“There will be amendments. The relevant bill will be introduced for public discourse,” Badasyan concluded.

“I should like to see any power of the world destroy this race, this small tribe of unimportant people, whose wars have all been fought and lost, whose structures have crumbled, literature is unread, music is unheard, and prayers are no more answered. Go ahead, destroy Armenia . See if you can do it. Send them into the desert without bread or water. Burn their homes and churches. Then see if they will not laugh, sing and pray again. For when two of them meet anywhere in the world, see if they will not create a New Armenia.” - WS
