YEREVAN. – Hraparak daily of Armenia writes: A "crisis" has really been created in the Constitutional Court [(CC)] due to the efforts of the halls of power.
At the moment, there are 6 judges in the composition of the court, and that is enough to convene hearings. However, such disagreements have arisen among the judges that even working sessions are not held.
The composition of the court has divided into 3 wings, and they do not have normal relations with each other. [Judges] Hrayr Tovmasyan and Arevik Petrosyan do not participate in the sittings, although they were recalled from vacation.
All 4 judges actually attending the work are not reconciled [with each other]. Vahe Grigoryan, who wants to establish his power in the CC, has turned Arman Dilanyan to his side; these are the pro-government [judges].
In the third wing are the old residents [of the CC]—acting CC president Ashot Khachatryan and Hrant Nazaryan, whose relations with the Vahe Grigoryan-Arman Dilanyan couple are tense.
In this atmosphere, it has become impossible to discuss issues and make decisions with the entire composition of the CC, and dozens of petitions have accumulated in the court.
If Hrayr Tovmasyan and Arevik Petrosyan continue not to participate in the sittings, the petitions will be processed only in the fall, when the CC vacancies [for new judges] will be filled.
