WRONG INTERVENTION BY STATE HINDERED INTERNET’S DEVELOPMENT IN ARMENIA, DIRECTOR OF ARMINCO SAYS

YEREVAN, AUGUST 30, NOYAN TAPAN. The former management of ArmenTel
company hindered the development of Armenian IT sector, particularly,
development of the Internet, for over 10 years because, for obvious
reasons, it was not to their advantage, Andranik Alexanian, director
of Arminco LLC – an Internet service provider – stated at the August
30 seminar-discussion "The Efficiency of Modern Communication System in
Armenia" organized by the Armenian Center of National and International
Studies. According to him, ArmenTel was rejecting applications of
private companies about extension of the Internet network.
A. Alexanian said that the experience of Arminco’s 15-year operation
shows that the wrong intervention by the state also hindered the
development of the sector. In his words, "neither an infrastructure
policy nor a tax rate policy on developing the Internet has been
developed by the state."
"The existence of nearly 100 Internet organizations in Armenia now
bears evidence of demand for both services and experts," A. Alexanian
noted.
According to him, today there are about 5 thousand specialists in
Armenian IT sector who "artificially raise prices of their services
by moving in the market". He expressed an opinion that the process of
preparing IT experts should begin at school, with good salaries being
paid to the respective specialists. If this problem is not solved in
the next 5-10 years, then, in the opinion of A. Alexanian, Armenian
IT companies will face serious problems because of lack of experts.
