Interview with the Head of NA Republican fraction Karen Karapetyan

"Mr. Karapetyan how did the fraction get prepared for the launch of
the parliamentary activity?"

"During the pre-election phase the Republican Party introduced its
social-economic program and obtained the people’s vote of confidence.

Our overwhelming representation and weighty role in the parliament
obliges us to organize our parliamentary activity from this point of
view. For our future effective activity we need cooperation with the
executive and legislative bodies.

To implement our economic and social programs the Republicans have
submitted several legislative initiatives to the discussion of the
parliament. Before clarifying the conclusion of the parliamentary
committees regarding those initiatives our fraction has thoroughly
worked on it. The MPs of the Republican fraction have also elaborated
many bills that have been improved by the government and are going
to be included in the agenda of September 10 NA session.

The Republican Party is not separated in the legislative plain and
acts in the united team together with the MPs of the fraction and
its government members. The goal of our team is to justify the vote
of confidence we have obtained and to fulfill the commitments of the
pre-election period."

"What are the most important tasks for you before the end of the year?"

" Armenia is a developing country, that is why in this respect the
country’s economic progress is very important. Economy is the basis
of the development of all the other spheres. If we fail to create an
atmosphere in the legislative field, for the development of economy,
all the programs will remain kind wishes.

We especially concentrate on cultural, health, educational, social
and other spheres. But we mainly fix on the settlement of the radical
problem. We take practical measures to liven up the economy. In this
respect regulated legislative activity is very important.

At the moment, when the discussion of the executive of 2006 state
budget is in process in the parliamentary committees we tend to
analyze and reveal those fields that face problems in the real sector
of economy. If we manage to find the reasons we will manage to solve
the problem.

It is good that we have recorded essential progress in the
construction and service spheres. But we still have problem in
the industrial sphere. We should also find legislative solutions
to those problems. We should review our attitude towards the local
producers, which also needs thorough investigation of the overlooked
opportunities.’ "Mr. Karapetyan the Republican’s pre-election program
also mentioned about the development of the provinces. Are there any
investment-programs for the implementation of this project?"

"I assure you that, in this respect, the government has started to
initiate some weighty initiatives. As well as certain discussions are
in process, in the council of the Republican Party and the fraction.

Lots of things will be clear very soon, from the beginning of 2008.

The Prime Minister will introduce those programs for the public
discussion.

The proportionate development of the provinces and the economic
decentralization of the capital city are really very important
issues. But we should also take into consideration the fact that
business has its logic. In the whole world entrepreneurs invest in
those places from where they can expect big profit. As a rule it is
either the capital city, or the economic business center.

We should elaborate such a state policy due to which the business
environment can spread throughout the whole country and can involve
the whole territory of the state.

Thus the main reforms of the second stage are connected with the
improvement of provinces, frontier areas, and isolated dwelling
places. The frequent visits of the Prime Minister to those villages
and communities testify to this. There are lots of desires but to
bring into effect those desires we consider it necessary to provide
financial means. Unfortunately our opportunities are not unlimited.
