THE PASSIONS OF THE REPLACEMENTS ANAHIT DANIELYAN

Recently, more exactly after the appointment of the cabinet, life
in different spheres seems to have come to a halt. For instance,
no cultural and sports events are held because everyone’s mind is
busy with appointments, and nobody cares for events.

By the way, there is a lot of consideration of the replacements
in government agencies, some call it "revolution", others call it
"rotation", yet others think the government is gathering a team.

Apparently, both are true but the logic and the principles are not
quite clear. Each of the abovementioned three could be the principle.

The facts make think about the logic of replacements. The past and
the present activities of the appointees are so different that the
attempts to work in the new position in the "old way" gives rise to
curious situations. Or, for instance, the leaders of some agencies
whose activities had been criticized during the presidential campaign
were appointed as heads of others agencies. In this context, the
replacements remind of rotation.

As to the "revolution", it should be noted that the surge of the
"revolution" brought people to responsible positions who have nothing
to do with the sphere they head. How are they going to get on in
their new job? For it takes at least time and experience. Where are
they going to get this experience? Will they carry out experiments
with the spheres which already badly need reforms?

The necessity for making a team also mattered, which causes
controversial opinions in the society. This process has both advantages
and disadvantages.

The positive thing is that the political confrontation is not becoming
a hurdle for the implementation of the government programs. The
negative thing is that the citizens who are dissatisfied with something
have nowhere to turn to: the members of the team would not harm one
another’s interests.

At this point the public control over the activities of the government
vanishes. More exactly, the mistakes of the government will be seen
but there will be no levers to prevent or correct them.

Or maybe the new team has a more important purpose. The Azat
Hayrenik Party has been featuring in the political sphere for a
long time, which is now entitled to the role the Democratic Party
used to perform 10 years ago. Both parties appeared as platforms for
presidents. Obviously, the policy of the Azat Hayrenik Party aims to
strengthen and oust the Democratic Party. And the latter has two ways:
to become opposition or to admit the weakening. For the time being,
the party has chosen the second way which became clear from the
recent meeting of parliament in which the program of the government
was discussed.

Will this "political struggle" affect people? It is not clear.

However, it is obvious that the government will try to discuss and
solve a number of urgent issues for the society. For instance, the
price of bread.

The question is how these problems will be solved.
