AGENDA OF COOPERATION WITH ARMENIA IS RATHER LARGE, NEWLY APPOINTED HEAD OF OSCE YEREVAN OFFICE SAYS

YEREVAN, OCTOBER 24, NOYAN TAPAN. RA Foreign Minister Vardan Oskanian,
receiving on October 24 Ambassador Sergei Kapinos (Russia), the newly
appointed head of the OSCE Yerevan Office, expressed confidence
that traditional efficient and useful cooperation with the office
will continue.
During the meeting, the interlocutors mutually attached importance
to permanence of programs implemented by the office, in particular,
reforms implemented with the Police, implementation of a poverty
reduction program by the OSCE Office in Syunik and a number of
socio-economic programs.
As Noyan Tapan was informed by the RA Foreign Ministry’s Press and
Information Department, S. Kapinos presented the results of the meeting
of the OSCE regional offices mentioning the positive evaluation of
the organization’s Secretary General on the activity of the Yerevan
Office. It was also mentioned that the agenda of cooperation with
Armenia is rather large, and the Office is resolute to implement
already launched programs and to initiate new ones.
Sergei Kapinos was born in 1956 in the Ukraine. In 1978 he graduated
from the International Economic Relations Department of Moscow
Institute of International Relations. In 1992 he graduated from the
Department of Public and Political Sciences of the RF FM Diplomatic
Academy. In 1978 he was employed by the USSR Foreign Ministry. In
1992-1997 he was the First Secretary of RF Embassy in India, then
Adviser on Economic Issues, in 1997-1999 he was the Senior Adviser
of RF FM International Security and Armament Administration. In
1999-2003 he was the Adviser of RF Embassy in Armenia, then a
Minister-Adviser. He has been the Deputy Head of the RF Foreign
Ministry’s Caucasian Administration since 2003 up to present.
He masters English, French, Polish, Ukrainian, Urdu, Hindi
languages. He is married.
