YEREVAN, OCTOBER 31, NOYAN TAPAN. Armenia needs such a president,
who will be responsible not in front of some "squabble", but for the
people, who have elected him: the ARF Dashnaktsutiun candidate can
be that president. This statement was made by Vahan Hovhannisian,
a member of the ARF Supreme Body, one of the potential candidates
for presidency by the ARF Dashnaktsutiun, during the meeting held on
October 30 with the supporters of Arabkir and Zeytun.

Vahan Hovhannisian grounded the necessity for the ARF Dashnaktsutiun’s
participation in the 2008 presidential elections with its own candidate
with a number of other reasons. In his words, the first reason is
that "the forces, which have provided the development of the country
since 1999, have already exhausted themselves." In the past eight
years, according to Vahan Hovhannisian, the development of Armenia is
obvious, the country has made no essential mistakes in the Karabakh
negotiations, as well as has achieved considerable success with regard
to the international recognition of the Armenian Genocide. However,
as V. Hovhannisian stressed, the absence of conditions for economic
competition is a troubling fact. However, in his words, "the main
obstacle for the economic development of Armenia is the monopoly"
and for that very reason in case the ARF Dashnaktsutiun achieves
positive results in the presidential elections, it will never allow
economic entities having monopoly to enter the political field.

The next potential candidate of the party Armen Rustamian, a
representative of the ARF Supreme Body, mentioned in his turn that
the ARF Dashnaktsutiun is seriously concerned with preserving balance
between the branches of the authority in the country. According to
him, the political processes will stagnate in the country, if the
whole authority is concentrated in the hands of one branch, that is,
in the hands of the President of the Republic of Armenia, the National
Assembly or the government.
