The RA NA adopted the draft of amendments to the RA Electoral Code
in the first reading. The authors of the draft were the members
of the "Republican Party of Armenian" and the "Prosperous Party of
Armenia. "A1+" talked to one of the authors of the draft, Secretary
of the "Republican Party of Armenia" Samvel Nikoghosyan.

– Why do you find necessary to make amendments to the RA Electoral
Code today?

– The necessity to make amendments to the Electoral Code arouse
after the May elections, taking into consideration the proposals of
international and local observers. Some electoral commissions also
pointed out the necessity of improving certain technical problems in
the Code. The main proposals belong to international organizations
and to the RA political powers.

-Why have you decided to allocate additional payment to the chairmen
of the commissions?

-The commission should get additional payment. We also intend to raise
the payment of other employees for 5 percent. It is our approach to
evaluate the work of those who do not sleep for 2-3 nights. But this
provision may be omitted if the political powers disapprove it.

– Do you think that the elections will be fair and transparent after
these amendments?

-You are aware of the assessments on the May elections. The upcoming
elections in February will be better in regard with democracy,
justice and transparency.

-Why did you decide to double the mount of pledge for the candidates’
nomination?

-We introduced the financial barrier to avoid the nomination of,
for example, 1500 candidates.

-This means that you want to enrich the budget on the pledge.

-Yes, I agree. If the budget spends money, gives the opportunity
to broadcast the speeches of candidates free of charge, publishes
ballot-papers, then all these expenditures should be paid back.
