On December 10th the arrangement taken place in Officers’ House of
Stepanakert, undertaken by the NKR National Assembly and the Ministry
of Culture and Youth, was devoted to the anniversary of adoption of
the Constitution of Nagorno-Karabakh Republic.

December 10 is a double holiday for armenian people. In 1991 people
of Artsakh went out to vote in the name of proclamation of NK
Republic. This day Artsakh said ananimously "yes" to its freedom
and independence. 15 years later, on December 10th,2006 the NKR
Constitution was adopted by national referendum.

The Speaker of NA Ashot Ghoulian, after welcoming the presents in
connection with the holiday, attached importance to the adoption
of Constitution. It’s already a year, that the inner and foreign
policy of Artsakh is realized, a public life is organized having
reference-book the clauses of the Constitution. The Speaker of NA also
emphasized, that the NKR acting legislation, including about 500 laws,
now is matched to demands of the main law. After showing of the film
devoted to the national referendum of December 10th of 1991 and 2006,
a concert took place with the efforts of the republic’s ensembles.

“I should like to see any power of the world destroy this race, this small tribe of unimportant people, whose wars have all been fought and lost, whose structures have crumbled, literature is unread, music is unheard, and prayers are no more answered. Go ahead, destroy Armenia . See if you can do it. Send them into the desert without bread or water. Burn their homes and churches. Then see if they will not laugh, sing and pray again. For when two of them meet anywhere in the world, see if they will not create a New Armenia.” - WS
