ICG: ABSENCE OF POLITICAL WILL HAMPER KARABAKH RESOLUTION

/PanARMENIAN.Net/ "Parties to the Nagorno Karabakh conflict publicly
announce agreement with the settlement concept. However, absence
of political will hampers the process and gives birth to cynicism,"
said Sabine Freizer, the International Crisis Group Director of the
Europe Program.

"Unfortunately, the sides failed to come to an agreement even after
the Co-chairs handed them a package of proposals in Madrid. Apparently,
they do not eye the problem as urgent," she noted.

"The principle of nations’ right to self-determination and that of
territorial integrity are the key postulates of the Helsinki Final
Act and international law. However, these two principles often collide
and cause conflicts like the one in Nagorno Karabakh. As for me, the
right of refugees and displaced persons to return to their homes is
not a less important principle," Ms. Freizer said, Day.az reports.
