NAGORNO-KARABAKH AUTHORITIES READY TO HAND OVER DETAINED SERVICEMAN TO AZERBAIJAN

YEREVAN, 23.04.08. DE FACTO. The Nagorno-Karabakh Republic authorities
again displayed goodwill and adherence to principles of Geneva
convention and expressed readiness to hand over Heybatov Vusal
Shirsultan Oghly, born in 1989, Azeri army serviceman, native of the
village of Hilmany, Azerbaijani Shemakhin region, to Azerbaijan in
a unilateral order.
According to NKR State Committee on POWs and Missing, Heybatov was
detained on April 11 in the vicinity of the village of Yusifganly,
situated in Agdam’s direction, by servicemen of the Nagorno-Karabakh
Republic Defense Army while going over to the Karabakh army.
The NKR State Committee for POWs and Missing informed the OSCE and
the International Committee of the Red Cross offices accredited in
the Nagorno-Karabakh of the occurrence. The NKR authorities granted
unimpeded access to the detained to employees of the Stepanakert
office of the International Committee of the Red Cross, who repeatedly
visited him.
