"RALLIES ALWAYS POSE DANGER," DAVID HAROUTIUNIAN IS CONVINCED

YEREVAN, JUNE 13, NOYAN TAPAN. According to David Haroutiunian, the
Chairman of the RA National Assembly Standing Committee for State and
Legal Issues, there are certain areas in many democratic countries,
where holding a rally is forbidden at all. He said this at the June 13
press conference in response to a question of one of the journalists of
why the RA authorities prohibit the oppositionists to hold rallies in
Liberty Square and instead of that suggest them holding these rallies
in other places.

"Which is the mechanism, which will give the Mayor a chance to make a
right decision in which territories the rallies should be allowed and
in which not," said D. Haroutiunian. In his words, for that it is
needed that the Mayor should be elected, should represent the voters’
interests, and not those of the authorities who appointed him.

Touching upon the observation, that maybe the authorities’ fear is the
real reason not to authorize the rallies, D. Haroutiunian said:
"Rallies always pose danger even in the most democratic countries,
because the provokers’ participation in them is not excluded." He said
that he witnessed in many countries with what perfected means the
specially trained police detachments disperse the demonstrants.
According to D. Haroutiunian, time will come when mass gatherings will
be compulsorily stopped by doing minimum harm to people in Armenia, as
well.
