Armenia has recorded progress in a number of important spheres in 2007,
within the framework of implementation of the EU European Neighborhood
Policy Actions Plan. Lusine Movsisian, the First Secretary of the RA
Foreign Ministry EU Department, said at a discussion on the subject
Monitoring of European Neighborhood Policy Actions Plan organized on
July 11 in Yerevan.

Presenting European Commission’s report on Armenia, L. Movsisian said
that progress was recorded in the spheres of court and legal reforms,
elections organization, Ombudsman institution last year. However,
according to her, parallel with the progress, the state of emergency
following the 2008 presidential elections gave an occasion for
concerns. Besides, the report mentioned that there is a necessity of
further improvement in the sphere of human rights.

L. Movsisian said that according to the international observers’
conclusion, the parliamentary elections of 2007 met the commitments
assumed by Armenia towards OSCE and though attempts to liquidate the
shortcomings of previous elections were made in the 2008 presidential
elections, nevertheless, lack of society’s confidence to the electoral
process, lack of exact differentiation of state’s and political
parties’ functions, unequal conditons for the candidates were recorded.

According to the European Commission report, the policy carried
on by Armenia in foreign relations was mostly harmonious with the
principles of the EU General Foreign and Security Policy. In the
issue of Nagorno Karabakh settlement, according to L. Movsisian, EU
welcomes meetings held between the Presidents and Foreign Ministers
of the two countries, as well as Armenian and Azeri intellectuals’
mutual visits organized in 2007.
