PARLIAMENT VOTES DOWN PROPOSAL TO INCLUDE LEGISLATIVE INITIATIVES OF "HERITAGE" FACTION IN AGENDA OF AUTUMN SESSION

YEREVAN, OCTOBER 20, NOYAN TAPAN. A regular 4-day session of the
National Assembly started on October 20. There are 42 issues and 7
international agreements on the agenda. 3 of the issues and 2 of the
agreements had been discussed at the previous sittings and were only to
be voted on. The NA approved the 2007 annual report on implementation
of the 2006-2007 program of state property privatization, made in the
first reading amendments and additions to the Law on the 2006-2007
Program of State Property Privatization, and passed a package of
bills on general education.
The parliament voted down the issue of including 11 legislative
initiatives of "Heritage" faction members in the agenda of the autumn
session (the head NA committees had made negative conclusions on
these initiatives). Among the initiatives was, in particular, the
draft decision on recognizing as invalid the March 4 decision of the
National Assembly concerning the petition for pemission to involve
4 NA deputies – Hakob Hakobian, Myasnik Malkhasian, Sasun Mikaelian
and Khachatur Sukiasian as accused persons in the March 1 criminal
case and to use arrest as a precautionary measure with respect to them.
The discission (in the second reading) of the package of bills on
local government in Yerevan and territorial administration was again
postponed for 30 days. To recap, by the constitutional amendments
adopted on November 27, 2005, the parliament was to bring the current
laws into line with the constitutioanl amendments within 2 years.
