ArmInfo. ‘The declaration signed by the three presidents in Moscow
contains an important provision saying that Armenia and Azerbaijan
agreed to continue peaceful negotiations. However they are impossible
without active participation of Karabakh>, David Haroutiunyan, Chairman
of the Parliamentary Commission for State and Legal Affairs, Head of
the Armenian delegation to PACE, said at a press conference Wednesday.

He positively assessed the Declaration signed in Moscow by the
presidents of Armenia, Azerbaijan and Russia. ‘Unfortunately the
situation around South Ossetia was the catalyst element of this
process, which proved that settlement of conflict by means of war
is unacceptable, as it leads to deadlock which it is difficult to
find the way out from… There may be no progress in this conflict
settlement without direct participation of Nagorny Karabakh. Otherwise
settlement of the conflict is becoming practically unreal’, –
