After the election of the Yerevan Elders’ Council, events in Armenia
started to develop more actively. First of all, the tariffs for water
increased. Obviously, if the Public Services Regulatory Commission
convened a session two weeks ago, the tariffs may remain the same. The
law draft on tax amendments has not been adopted yet, but it will
happen soon – Hovik Abrahamyan is sure that "the parliamentary members
will come to a unanimous conclusion". So, activeness is present in
this sphere too.
Besides, right after the election, the president issued an order to
dissolve the fact-finding group, and the parliamentary commission to
study March 1 appealed to the Armenian National Congress to present
their facts to the group, as if the fact-finding group renounced to
give them materials. Besides, Samvel Nikoyan set the terms of the work
of the commission; he appealed to present all the facts "by June 1
to form the final report". In other words, the government is trying
to close the March 1 issue very actively.
But the most important activeness is seen within the oppositional
field: the Heritage called on the Armenian National Congress and the
ARF Dashnaktsutyun to team up. This appeal would be logic to be made
before the election, it is possible to have had some influence on
the opinion of the public. But, apparently, the oppositional forces
did not need the victory at the Yerevan Elders’ Council election,
moreover, it would hinder them. Do our oppositional forces have enough
potential for consolidation? It is not ruled out, judging by the fact
that the HAK sometimes did not exclude the cooperation with the ARF
Dashnaktsutyun, and the Dashnaktsutyun candidate for Mayor Artsvik
Minasyan stated that the politics should not be based on personal
hatred and it is time to think about political interests. And, the
Heritage has contacts with both of the forces.
The response of the Congress and the Dashnaktsutyun is left to be
seen. Everyone should understand, that if these two forces team up,
they will become an impressive force. In addition, the opposition
does not have few representatives in the National Assembly. And it
is not important that there is no election ahead: the ghost of the
extraordinary election has been flying over Armenia for long.
