Azeri leader says Karabakh talks paying off, districts to be vacated

The Azerbaijani president has said that efforts to solve the Nagornyy
Karabakh conflict are paying off and that refugees will return home
following the liberation of the occupied districts, the newspaper of
the ruling party Yeni Azarbaycan said on 29 August.

Addressing a fast breaking ceremony in Baku on 28 August, Azerbaijani
President Ilham Aliyev said: "Our efforts [to solve the Nagornyy
Karabakh conflict] I would say, are already yielding preliminary
results… We have said before and we are saying now that the issue
[the Nagornyy Karabakh conflict] can only be solved through a
stage-by-stage process. Proposals put forward during negotiations
ensure a stage-by-stage solution. All the occupied districts will be
liberated one by one, and our fellow countrymen will return to those
districts. All the infrastructure will be reconstructed and after that
the legal status of Nagornyy Karabakh will be determined in the future
phase."
