Non-governmental Freedom House organization engaged in surveys
detailing state of civil liberties, political rights, economic freedom
issued regular rating based on the experts’ survey.

Freedom House assessed the authorities of world states based on two
criteria: political rights and civil liberties. Each is scored on a
1 to 7 scale.

Every state has "free", "partly free" and "not free" status.

According to the rating, Armenia’s political rights score 6 and civil
liberties – 4, being qualified as a partly free country.

Azerbaijan and Russia (6 and 5 each) were recognized not free,
whereas Georgia (4 and 4) and Turkey (3 and 3) — partly free.
