SHAVARSH KOCHARYAN: AZERBAIJAN HINDERS THE PROGRESS IN TALKS BY REFUSING TO NEGOTIATE WITH KARABAKH

Azerbaijan hinders the negotiation process by refusing to negotiate
with Nagorno Karabakh, Armenian Deputy Foreign Minister Shavarsh
Kocharyan said.

"By refusing to negotiate with Nagorno Karabakh, Azerbaijan hinders the
progress in talks, but still it won’t be able to avoid responsibility
for the consequences of its aggression," Shavarsh Kocharyan said,
commenting on statements made by Azerbaijani Foreign Minister Elmar
Mammadyarov.

"Mr. Mammadyarov presented to journalists the results he can achieve
if he negotiates with himself, and if a peace agreement is designed
only by Azerbaijan, and if this country signs it with itself,"
Kocharyan said.

"Obviously, the recent statement by the foreign minister of Azerbaijan,
is another unlucky attempt to justify the aggression against the
self-determined Nagorno-Karabakh Republic, in flagrant defiance of
the UN charter, in the Azerbaijani Constitution," the deputy FM added.

Mammadyarov declared yesterday that before the status of
Nagorno-Karabakh could be decided, the Azerbaijani community had to
return home. Azerbaijan’s foreign minister stated also that according
to Constitution, the referendum on the status of Karabakh would have
to be held all over the territory of Azerbaijan.

According to Shavarsh Kocharyan, the Constitution was adopted after
the signing of a ceasefire agreement with Karabakh and is in no
way connected with the Nagorno Karabakh Republic, which has its own
Constitution.
