S.Babayan: "Minsk Group Does Not Realize Its Mission"

S.BABAYAN: "MINSK GROUP DOES NOT REALIZE ITS MISSION"

Azerbaijan will not allow the NKR to be integrated into the negotiation
process, believes the former Defense Minister of the Nagorno Karabakh,
Samvel Babayan.

"Azerbaijan creates issues by its ambitions and the mediators do
not even try to press on him even and to integrate the NKR into
the negotiation process," the speaker said and added that by the
participation of the NKR nothing will be changed as the political
part of the issue the Armenian side had lost in 1994.

"We were not to stop that time, we were to urge them to sign the final
package realizing that our rival had agreed to sign the documents
in 1993 but had started a new war in December 1993. In 1994 when it
started to lose the war it decided to sign the document again. So
this is our rival," S. Babayan said adding that the NKR will become
a negotiating side only when the situation will become tensed and a
war will start.

The speaker complained of the work of the OSCE Minsk Group mediators.

"The mediators as they call themselves give in Azerbaijan’s compromises
and are at its biddings. By saying mediator we understand someone
like a judge, but at present they do not have that status.

Azerbaijan dictates and they have the problem of keep the territorial
integrity. I think that the Minsk Group does not realize its mission,"
S. Babayan mentioned noting that the mediators knowing about the
disposition of the Armenians shouldn’t present such kind of document
to the Armenian side.
