NKR: From Small Hydroelectric Power Stations To The Big Affairs

At the end of the past week the governmental delegation of Armenia
led by the Premier Tigran Sargsyan visited the Nagorno-Karabakh
Republic. It is possible to judge the visit purposes already on the
structure of high-ranking Armenian "landing": ministers of defence,
finance, agriculture, power and natural resources, the heads of a
number of regions, etc. Differently, the list of personnel of members
of delegation RA defined the basic aspects of collaboration of RA and
the NKR. As within the limits of the given visit, and as a whole –
sides of interaction of two Armenian states, certainly, are more
widely. Tigran Sargsyan’s visit schedule was more than sated, but in
it nevertheless, so to say, the power section dominated, deification
of which became solemn opening of "Trghe-1" small hydroelectric power
station in Martakert region on April 11. It is necessary to notice,
that commissioning of the given hydraulic engineering construction,
besides purely economic, has also social and even – taking into
account international unrecognition of the NKR – political value.

There is no exaggeration at all in the above-mentioned. After
all in rather recent last, to be exact, after the termination of
the destructive war imposed by Azerbaijan, the overall objective
living regulation of the Nagorno-Karabakh has been in restoring an
economic complex of the republic. Now, when this problem in a certain
measure is solved, has found an urgency a question of maintenance of
forward development of economy, that in its turn will allow to solve
a complex of the problems connected with creation of a high-grade
social and industrial infrastructure. And in this context, undoubtly,
the developed power has the major value, as pledge of increase and
strengthening of economic potential of the republic. For a long time
Artsakh received the humanitarian help of Armenia and Diaspora, however
it is obvious, that humanitarian programs are not able to provide
necessary economic growth. That is why the management of republic
has based on the economic policy the thesis about imperativeness of
transition from humanitarian programs to programs of development,
attraction of external investments in the NKR economy, having offered
businessmen comprehensible conditions for mutually advantageous
cooperation. To admit, power prospects of the Nagorno-Karabakh
have been always in the focus of attention of the NKR managements,
about building of the cascade of minihydroelectric power station
on the river Trghe has been spoken for a long time, already more
than ten years. But for the clear reasons it was not so easy to pass
from words to business, and just now, with development of economy of
the republic, the planned plans began to find real lines. Opening of
small hydroelectric power station "Trghe-1" – is an obvious assertion
of it .The taken place event is rather significant just now, in
a period of proceeding world economic crisis. In these conditions
investments especially are required, which provides, including, also
the Karabakh energy. Public placing of actions of company "Artsakh
HEPS" gives good possibility for an investment of means in economy
of the Nagorno-Karabakh. Here pertinently to recollect, that in due
time the present Premier of Armenia has expressed in the sense that
economic successes of the Armenian world will be caused by economic
successes of the NKR. By the way, during already mentioned visit to
Nagorno-Karabakh Tigran Sargsyan admitted to journalists that "Artsakh
HEPS" has got actions for the sum of 5 million drams. Having called
fellow citizens to do investments into development of native economy,
the head of the government of Armenia has not excluded, that the share
of its participation in actions of "Artsakh HEPS" company can increase
further. It’s a fact, in itself confirming reliability of actions of
Artsakh companies. Such investments even at their obvious economic
advantage can name investments into patriotism. After all, received
means from placing of actions of "Artsakh HEPS" company is about to
direct to building of two more minihydroelectric power stations on
the same river – "Trghe-2 and "Trghe-3" and also "Mataghis-1" and
"Mataghis-2". By estimations of experts, realization of the given
energetic program will give the chance to produce additionally an
order of 120 million kwt/h of the electric power and by 2012 almost
completely to cover requirements of the republic for the electric power
which will compile by then 300 million kwt/h. So, in this case it will
be possible to speak not only about maintenance of power safety of the
NKR, but also prevention of growth of tariffs for the electric power,
and as consequence – about solution of social problems. Certainly,
the potential of economic development of the Nagorno-Karabakh is not
limited only by energy. Other important directions of economy of the
NKR are agriculture, reprocessing industry, tourism. It’s necessary
to settle them effectively, here again material and intellectual
resources of Armenia, the NKR and Diaspora are also required. If
to resort to a trope, the time has come to pass on the Karabakh
waterways from small hydroelectric power stations to the big affairs
on all Karabakh space. And all components of the Armenian threeunity
should build their relations on the basis of partnership and mutually
advantageous collaboration. As once it has already been told and
that it is necessary to remember always, economic successes of the
Armenian world are caused by economic successes of the NKR.
