US EMBASSY HOLDS TRAINING ON PREVENTING, DETECTING, AND INVESTIGATING ELECTION FRAUD

On February 27, the US Embassy in Armenia began a three-day seminar
on "Election Fraud and Related Corruption, International Standards,
and Criminal Procedure Issues." The training is focused on preventing,
detecting, investigating, and prosecuting election fraud and related
corruption. Approximately 70 representatives of the Armenian Police,
Prosecutor General’s Office, Central Electoral Commission, Territorial
Election Commission, Ombudsman’s Office, and First Instance and Appeal
Courts are participating in the seminar series.
During the opening session, US Chargé d’Affaires Anthony F. Godfrey
remarked that free and fair elections are not only a political
commitment expressed by the Government of Armenia, but also an
international legal obligation for Armenia under the European
Convention on Human Rights and the case law of the European Court in
Strasbourg. He also noted that election fraud undermines the social
and political framework of a country.
As a follow up to the three-day seminar, the US Mission will send
six prosecutors and two Central Election Commission members to the
United States for additional training on combating election fraud. In
the United States, the participants will meet with representatives of
US government agencies including the US Federal Election Commission,
the Department of Justice, and the Federal Bureau of Investigations,
as well as with scholars and political experts.
