"ELPAS" AUTOMATED SYSTEM OF ELECTRONIC DOCUMENT CIRCULATION TO BE INTRODUCED IN 12 MUNICIPALITIES OF YEREVAN BY LATE APRIL

YEREVAN, APRIL 9, NOYAN TAPAN. The "Elpas" automated system of
electronic document circulation, which was introduced in Yerevan
mayor’s office in 2006, has promoted the transparency of the work of
the mayor’s office. Head of the Mayor’s Office Staff Grigor Melkumian
stated this at the April 9 press conference. The system enables
citizens to follow the process of examination of their letters and
complaints filed to the mayor’s office.
G. Melkumian said that "Elpas" system will also be introduced in 12
communities of Yerevan by late April. According to him, citizens may
leave their complaints at respective offices of the municipalities
and then receive replies from there. The speaker noted that the
municipality employees have already received special qualification.
In the words of G. Melkumian, in 2005, Yerevan mayor’s office
received 16,068 applications, after the introduction of "Elpas" –
in the second half of 2006, it received 16,084 applications, while
in the first quarter of 2007 – 10,354 applications.
