WAR CAN NOT BE VARIANT OF KARABAKH CONFLICT SETTLEMENT, BERNARD FASSIER SAYS

YEREVAN, MAY 24, NOYAN TAPAN. "The negotiations in Yerevan proceeded
fully.
The result is that RA President Robert Kocharian gave a positive
response to the Co-Chairmen’s proposal on holding the next
meeting." Yuri Merzlyakov, the OSCE Minsk Group Russian Co-Chairman
stated at the May 24 press conference.
He mentioned that the Co-Chairmen expect to get a similar positive
response in Baku as well.
In the Co-Chairmen’s words, the next meeting between the President
of Armenia and Azerbaijan will take place on June 10, during the
international economic forum to take place in Saint Petersburg. In
Yu. Merzlyakov’s words, if this meeting passes successfully, it
is not excluded that another meeting will take place till the end
of the year the goal of which will be final agreement of the main
settlement principles.
Yu. Merzlyakov mentioned that some progress, particularly on main
principles, is reached in the negotiations of the Karabakh conflict
settlement. He stated that at present the negotiations betweem the
Ministries of Foreign Affairs of Azerbaijan and Armenia mainly relate
to details of the conflict settlement. In Yu. Merzlyakov’s words,
it is natural that the Co-Chairmen expects from the two countries’
Presidents "more global political approach."
Yu. Merzlyakov as well as French Co-Chairmen participating in the press
conference Bernard Fassier stressed that during the recent one and a
half year new proposals and new principles appreared which can change
everything in the negotiation process. B. Fassier mentioned on the
occasion of President of Azerbaijan I. Aliyev’s warlike statements
that: "The Co-Chairmen again state that there is nobody who will
think that the war can become a settlement variant.
There is no alternative to peaceful negotiations and peaceful conflict
settlement, so the war is not a solution of the issue."
