DEMOCRATIC PARTY OF AZERBAIJAN OFFERS TO DECLARE NAGORNO KARABAKH FREE ECONOMIC ZONE

The Democratic party of Azerbaijan (DPA) has developed a concept aimed
at organizing a dialogue between the authorities and opposition for
the Karabakh problem settlement. As the Day.az reports, DPA’s Chairman
Sardar Jalaloghlu presented the details of this concept. He said that
the concept includes history of the Karabakh conflict, the mistakes
made during the problem solution and a version of negotiations proposed
by DPA for the conflict settlement. He emphasized that such a document
was developed neither by the authorities nor the opposition so far. As
Jalaloghlu said, the concept is based on the fact that there are no
loosers, both countries are presented as winners. Dual citizenship is
given to the Armenians, Nagorno Karabakh is declared a free economic
zone. The document also envisages creation of a national-cultural
autonomy and approval of the principles of local government per the
standard of the European countries.

"The problem must be solved within the frames of territorial integrity
of Azerbaijan, after which relations will be established between
Azerbaijan and Armenia and Yerevan will join the transnational regional
projects", Jalaloghlu said. Moreover, he thinks that this document
may contribute to fulfillment of dialogue between the authorities
and the opposition and may reduce them to a common denominator.
