The Armenian Embassy in Washington held Saturday a commemoration
event, timed to the 95th anniversary of the 1915 Genocide of
Armenians. Hundreds of representatives of the numerous Armenian
organisations laid flowers at the Cross-Stone Memorial to the Victims
of the Genocide, committed by Turkey and resulted in more than 1,5
million deaths among civil population of Armenian decent.

Sts Cross and Mariam the Virgin Churches’ leaders served a requiem
service for all Armenians, killed in mass killings and death marches.

Armenia’s Ambassador to the U.S. Tatoul Margarian gave a speech, in
which, in particular, he stressed that as the crimes like Genocide have
no statuses of limitation, the Turkish policy of refusal in the hope of
the passing time is laboring under a great mistake. "Armenian Diaspora
is becoming stronger and more organised, consistent in its claims of
justice; the mutual understanding between Armenia and Diaspora has been
strengthened," said Ambassador Margarian. He added that solidarity
of all Armenians around the Armenian statehood is a key matter for
further strengthening of the independence of Nagorno-Karabakh and for
the achievement of the international recognition and condemnation of
the Genocide of Armenians.

Paris Armenians held a large-scale rally in commemoration of Genocide
95th anniversary.

As rally participant Petros Armandayan told PanARMENIAN.Net reporter,
over 7000 representatives of Armenian community in France participated
in a rally.

World famous chansonnier Charles Aznavour and his impresario Levon
Sayan were also present.

The head of ARF Dashnaktsutyun west-european bureau Murad Papazyan,
representatives of Communist and French president’s parties, California
Courier editor newspaper Harout Sasounian delivered speeches at the
Turkish Consulate.

YEREVAN, APRIL 26, NOYAN TAPAN. Armenia’s National Assembly on April
26 finished discussing (in the first reading) the bill envisaging
amendments to the RA Law on State Assistance to Small and Medium
Entrepreneurship. The bill was submitted at the previous four-day
session and will be voted on tomorrow.

The government said that the proposed amendments aim to ensure
comparability of the indices characterizing small and medium
enterprises and bring them into line with EU standards. The bill
revises and specifies the current standards of classifying SMEs
in Armenia, in particular it is proposed classifying them not by
the number of employees, as under the the current law, but by their
incomes in the previous year or by the balance sheet value of their
assets at the end of the previous year.

The bill proposes the following classification of SMEs: very small
and small commercial organizations are those where the average number
of employees on payroll is from 10 to 50 employees, the incomes from
their activity in the previous year did not exceed 100 million drams,
while the balance sheet value of their assets did not exceed 500
million drams at the end of the previous year. Medium enterprises
are commercial organizations and private entrepreneurs with up to
250 employees on payroll, whose incomes in the previous year did not
exceed 1.5 billion drams and the balance sheet value of their assets
did not exceed 1 billion drams at the end of the previous year.

According to the government, in case of adoption of new classification
standards, about 99% of operating enterprises to be considered as SMEs
will receive assistance under an annual program of state assistance –
as compared to 97% at present.

MONTEBELLO, CA-Thousands of Armenian Americans throughout Southern
California gathered at the Armenian Genocide Martyrs Monument in
Montebello on April 24th to commemorate the 95th Anniversary of the
Armenian Genocide. The commemoration was organized by the Armenian
Genocide United Commemorative Committee and attended by dozens of
elected officials, clergy, and community leaders.

Delivering remarks during the commemoration were Congressman Adam
Schiff (D-21), State Assembly Majority Leader Charles Calderon (D-58),
Los Angeles Mayor Antonio Villaraigosa, and LA City Councilmember
Paul Krekorian. Representatives from the offices of Governor Arnold
Schwarzenegger and Senator Barbara Boxer were also in attendance.

Congressman Schiff (D-21), as the author of the Armenian Genocide
Resolution – H. Res. 252 – in Congress, called for an end to Turkey’s
gag rule. Los Angeles Mayor Antonio Villaraigosa and City Councilmember
Paul Krekorian also addressed the crowd – calling on Turkey to end
its 95 years of shameful denial of the Armenian Genocide.

During his remarks, State Assembly Majority Leader Charles Calderon
(D-58) announced the passage of ACR 148 in the California State
Legislature. The passage of ACR 148, which calls on the Department
of Transportation to erect information signs on Highway 60 in Los
Angeles County directing motorists to the Armenian Genocide Martyrs
Monument, was an especially significant announcement on April 24th,
as it highlights the Monument as a beacon of awareness for crimes
against humanity. The Montebello Armenian Genocide Martyr’s Monument,
the first to be built honoring the victims of the Armenian Genocide
on public land, has served as the gathering ground for thousands of
Armenians in the Los Angeles area to commemorate the Armenian Genocide.

ArmInfo. "Everyone recognizes "the fact of Armenian Genocide except
Great Britain," Kiro Manoyan, Head of the Armenian Revolutionary
Federation (ARF) Bureau’s Hay Dat and Political Affairs Office told
media on Monday.

Great Britain refuses to recognize Armenian Genocide disputing this
acknowledged fact hereby favoring Turkey, he said. Manoyan believes
that to increase pressure on Turkey, Armenia must reach recognition
of the massacre of Armenians in Ottoman Turkey as Genocide by the US
President. If Obama repeats the words by US President Ronald Reagan
confirming the three resolutions adopted by the House Subcommittee,
Armenia will get additional triumph card in the fight for international
recognition of Armenian Genocide.

Genocide of Armenians has been recognized by 44 United States as well
as by 21 countries, including Canada, Argentina, Switzerland, Uruguay,
Russia, Belgium, France, Poland, Slovakia, the Netherlands, Greece,
Cyprus, Vatican, Sweden, Lithuania. The European Parliament passed a
resolution recognizing the fact of Armenian Genocide in the Ottoman
Turkey on June 18 1987 and demanded the Council of Europe to exert
pressure on Turkey in order that country recognizes the Armenian
Genocide. Turkey still denies the genocide of 1,5 million Armenians
in 1915-1923.

People’s Party, or CHP, criticized Erdogan for contradicting the
Foreign Ministry. "Turkey voices one reaction in solidarity. Mr. Prime
Minister should advocate for his country, not for what Obama said,"
Baykal told reporters Sunday.

After B. Obama’s address that again avoided the word Genocide,
Erdogan declared that the address demonstrated delicate attitude of
the White House Administration to that issue. However, Foreign Minister
Ahmet Davutoglu said the speech was "unacceptable." "Turkish-American
relations need to be free from such reservations," the minister said.

"If we are going to share pain for humanitarian reasons, then we
would expect respect for our own pain as well."

Namik Tan, Turkey’s ambassador to Washington, was also unhappy. "We
will not accept whatever Obama says because it is only a political
statement without any scientific base," Tan told Turkish demonstrators
meeting outside the embassy on Sunday. "We reject any imposition but
are ready to establish a joint historical committee to investigate
what happened," he said. To recall, despite his pre-election promise
to call the incident of 1915 Genocide, Barack Obama again used the
Armenian equivalent of the legal term "Genocide" – ‘"Meds Yeghern".

gathered this year for the first time on April 24 and voiced their
complaint against the denial policy of Turkey on the Armenian Genocide
committed in 1915 by Turkey.

On April 24, on the occasion of the 95th anniversary of the Armenian
Genocide an action of complaint was organized in Dublin, in front of
the Turkish Embassy. During the action which lasted for several hours,
many Irishmen became competent on the genocide committed against
the Armenians in the Ottoman Empire and on the denial of the fact
by Turkey.

After the action of complaint the regular session of the community
was held, where a decision was adopted to organize similar actions
regularly.

I don’t see any alternative way to the peaceful resolution of
Nagorno-Karabakh conflict, Armenian President Serzh Sargsyan stated in
his interview to `Ria Novosti’.
To the question how the President would describe the ongoing stage
over the resolution of the conflict, Serzh Sargsyan said he could
evaluate those processes as a general working process.
`That is a conflict, which means that struggle, negotiations are held,
and the conflict resolution depends on all the sides, including
Nagorno-Karabakh, Azerbaijan and Armenia. The Minsk Group has an
important mediating role,’ S. Sargsyan said.
He underscored, the NK people have been trying to make the historic
injustice right through peaceful and legal norms, which has been
profoundly opposed to annihilate the NK people.
`The peaceful activities of NK people have been opposed by armed
usage, by the war stipulated by the Azerbaijani side. In those
difficult days, Karabakh people could get united and protected their
lands, women, children and the retired. The war, that wasn’t our
choice, we just didn’t have any other possibility, we needed to be
defended. I don’t see any other alternative to the peaceful resolution
of NK conflict.’ Serzh Sargsyan said.
Serzh Sargsyan stated that Yerevan is intended to continue
negotiations with Baku mediated by the MG. `We are ready to support
direct communication between Baku and Stepanakert, since the key to
the conflict resolution is, first of all, in Nagorno-Karabakh,’
President Sargsyan said.

SEN-SHAMON, APRIL 24, NOYAN TAPAN. A conference "The Karabakh Conflict
and Programs on Karabakh Restoration" took place on April 22 in the
French city of Sen-Shamon.

According to the information of the NKR Permanent Mission to France,
the city’s Mayor Philip Kiziryan, Chairman of the French-Armenian
Friendship Group, Deputy Francis Roshbluan, representatives of the
local self-government bodies and local Armenian community attended the
conference.

In his speech, NKR Permanent Representative to France Hovhannes
Gevorgian introduced the pre-history of the Azerbaijani-Karabakh
conflict and the current stage of its settlement. He touched upon the
forthcoming, May 23, elections to the NKR 5th convocation National
Assembly, noting: "Electing representatives of the legislative power,
the Karabakh people once again reminds the world that it is the
determiner of its own fate and is firm to create it in a peaceful way
and in accordance with the democratic principles".

Hovhannes Gevorgian also met with representatives of Club GIER
Enterprises entrepreneurs’ association of the Luar region, introducing
the current economic situation in Artsakh and the possibilities of
investment. The NKR Permanent Representative to France invited the
entrepreneurs to Artsakh for establishing cooperation with the local
entrepreneurs.
