38 ans, deputee CDU depuis 2004, puis vice-presidente de la CDU
dans la ville d’Hambourg, ete nommee ministre des Affaires sociales,
des femmes, de la famille, de la sante et de l’integration.

Nee a Hambourg, ses parents ont emigres en Allemagne dans les annees
1960.

Musulmane chiite, mariee a un medecin gynecologue Turc, elle est
juriste de formation. Le couple a un garcon de sept ans.

Son premier objectif d’entree en fonction sera d’ameliorer l’education
de la petite enfance et des enfants d’immigres.

La jeune femme devient ainsi la première politicienne d’origine turque
appelee a de hautes fonctions en Allemagne.

Aygul Ozkan fait figure d’exception au sein de la CDU, le parti
d’Angela Merkel, peu soutenu par la communaute turque, forte de 2
millions d’âmes, dont 700 000 ont le droit de vote.

YEREVAN, APRIL 21, ARMENPRESS: US President Barack Obama will not use
on April 24 the definition of "genocide", Director of the Strategic
and National Research Center of Armenia Richard Kirakosyan made such
a forecast today at a meeting with journalists.

"I do not need that the US president says that what I already know
for sure. The fact of the genocide is undeniable, and I do not wait
for its ratification by Swedish or other parliaments," R. Kirakosyan
stressed. According to the analyst, recognition of the Armenian
Genocide by different countries is important, but more important is
its recognition by Turkey. "We should say that there is a progress
in Turkey. The "mental limits" are getting open. Turkish viewpoints
over the own history are changing," the speaker underscored.

According to him, April 24 unites all the Armenians, "That day
Armenians of all over the world think of one thing and act in one
direction. But only that is not enough. A Diaspora-Armenian should
look in the direction of his/her homeland and think of living here,"
R. Kirakosyan said.

California Senator Barbara Boxer was joined this week by more than a
dozen of her Senate colleagues in calling on President Obama "to stand
on the right side of history and unequivocally affirm the Armenian
Genocide," reported the Armenian National Committee of America (ANCA).

"We would like to thank Senator Boxer and her Senate colleagues
for their effort to end Turkey’s gag rule on U.S. affirmation of
the Armenian Genocide – a morally bankrupt policy that continues to
undermine our nation’s credibility in the fight to end the cycle of
Genocide," said ANCA Executive Director Aram Hamparian. "President
Obama has a clear choice to make on April 24th – to emerge as the
torchbearer of truth regarding the Armenian Genocide or to remain
the Turkish government’s accomplice in the denial of this crime
against humanity."

The letter, circulated by Senator Boxer and sent to the White House
earlier today with the signatures of 14 Senators from 10 different
states, underscored that, "despite an irrefutable body of evidence, the
United States Government has yet to recognize the events of 1915-1923
by their rightful name." The signatories urged the President, this
April 24 "to correct this injustice and finally acknowledge one of the
greatest atrocities of the 20th century for what it was – genocide."

In comments to the ANCA, Senator John Ensign (R-NV), a co-signer of the
letter, noted that, "This month will mark the 95th anniversary of the
Armenian Genocide. The atrocities that occurred 95 years ago have yet
to be recognized by our government as a genocide. In this letter, my
colleagues and I urge President Obama to once and for all declare that
the lives lost during this dark period were a result of a deliberate
and intentional massacre of innocent men, women, and children."

During his campaign for the White House, President Obama repeatedly
promised to recognize the Armenian Genocide, but, since, taking
office, has broken his pledge, even going so far as pressuring the
U.S. Congress against adopting legislation commemorating this crime
against humanity.

Armenia has room for enlarging its mortgage portfolio to AMD 110 or 120
billion, Arthur Javadyan, chairman of the central Bank of Armenia said
Monday referring to Armenian specialists and international experts’
opinion.

"Mortgage loans extended by Armenian banks total AMD 83 billion,"
he said.

Speaking about the ~@20-million credit agreement signed between KfW,
German Development Bank, and the Central Bank of Armenia under the
housing financing project, he said that this project costs some 11
billion drams, taking into account current exchange rates.

Javadyan said that banks have already received AMD 4.3 billion through
National Mortgage Company.

"We have another AMD 13 billion, which we hope to distribute within
one and a half or two years," he said.

National Mortgage Company was established on June 16, 2009, by the
central bank’s decision.

The company’s authorized capital amounts to AMD 5 billion.

The company has also additional 12 billion, which has been allocated
from the bailout credit received from Russia for developing mortgage
market.

Besides, AMD 3 billion has been targeted for Affordable Housing for
Young Families program.

"Under this program launched about a month ago, some 200 million
drams have been already refinanced," Javadyan said adding that the
remaining funds would be distributed this year.

On January 29, 2010, Armenian government approved "Affordable Housing
for Young Families" AMD 3-billion program.

Maximal size of a loan to be extended under this program is AMD
16 million.

Loans will be extended at an interest rate no higher than 10.5%,
of which 2% will be subsidized by Armenian government.

It means annual interest rates on loans for young families won’t
exceed 8.5%.

Loans are to be extended for 10 years. ($1 = AMD 394.11).

Ernest Vardanean, an independent and respected journalist in Moldova,
has been arrested. According to an IPI/SEEMO report, he was arrested
on 7 April at his house in Tiraspol by men who identified themselves
as secret service agents of Transnistria.

Transnistria is a breakaway territory that declared its independence
in 1990. Vardanean, an ethnic Armenian, is accused of treason and
espionage, for which he can serve up to 20 years in prison.

The Moldovan authorities have expressed their disapproval of the move,
but they do not hold control over the territory.

Transnistrian authorities may be clamping down on critics as
presidential and legislative elections in the region are coming up.

Oliver Vujovic , secretary-general of South East Europe Media
Organisation (SEEMO), said: "The accusations against Vardanean of
high treason due to critical reporting are unacceptable.

"SEEMO regards prison terms for defamation as a gross violation of
internationally-accepted standards and believes that defamation should
be treated under civil law, not as a criminal offence."

Two more U.S. Senators Frank Lautenberg and Amy Klobuchar joined the
group of those, backing the recognition of Armenian Genocide by the
U.S. Congress, Armenian Assembly of America (AAA) reports.

The draft resolution was introduced by the U.S. Senator Robert (Bob)
Menendez from New Jersey, urging the U.S. President to recognize
Armenian Genocide in his regular April 24 speech. Presently, the
resolution is in the U.S. Senate Committee on Foreign Relations.

As reported previously, on March 4, a similar resolution was adopted
by U.S. House Committee on Foreign Affairs.

Forum on democracy in Azerbaijani-American ties was held in John
Hopkins University organized by AZAD organization, Turan news agency
reported. High ranking officials, writers, experts and journalists
have attended the forum.

"If democracy and freedom of speech are deeply tensed in Azerbaijan
the situation may come out of any control and may have unwilling
development," David Cramer former deputy U.S. State Secretary stated.

The former official said Azerbaijani authorities ignore the democratic
and freedom calls of the international community.

Cramer said Azerbaijan’s Aliyev should be pressed on to cancel
making changing in the law on NGO-s, to discharge the reporters and
to restore the broadcasting of foreign radios.

Cramer said whenever the topic of democracy in Azerbaijan is discussed;
Azerbaijan pushes forward Karabakh issue and accuses the international
community for having double standards: "It’s not normal," he said.

American representative of "Reporters without borders" organization
accused Azerbaijan for rejecting dialogues on mass media. "When our
reporters visit Azerbaijan, neither of their officials want to host
them," Clotild de Clause said.

The claims against the arrested Azerbaijani bloggers were named
"nonsense". "Those accuses are invented," official said. It was stated
that the USA should not only try to restore the broadcasting license
of foreign radios but should try to contribute to local mass media.

AZAD organization highly recommended to adopt a tougher disposition
towards Azerbaijan particularly its democracy.

German KfW bank will issue ~@20mln under the loan program of the
German-Armenian Fund for "Stable Development of Mortgage Market." The
Deputy Chairman of KfW, Eva Witt, and the Head of the Central Bank
of Armenia, Arthur Javadyan, signed a corresponding agreement in
Yerevan today.

The loan is provided for the term of 10 years (with 3 years’ grace
period) at a discount interest rate. The loan means are planned to
be fully used in the course of 3 years with application of the basic
principles of first two stages of KfW program mortgage crediting in
Armenia. Nine banks and two credit organizations will benefit from
the program.

Arthur Javadyan reminded that 2 agreements were signed between KfW
and the Armenian Central Bank in 2006 and 2007 on providing a loan
of ~@12mln and a grant at the volume of [email protected] for consultation
purposes to the mortgage program of the German-Armenian Fund.

The loan means, received within the framework of the first two stages
of the program have already been fully used.

Deputy Chairman of KfW Eva Witt stated that, by providing the loan,
the German Bank first of all intends to contribute to the development
of dwelling construction and mortgage market in the regions of Armenia
and this is why the maximum volume of credits, issued within the
framework of the program, will be within the limit of 12mln AMD.

WATERVLIET — Forced marches through the desert, the taking of
children, tales of rape and murder but also of hope and courage. One
after another, children came to the podium at St. Peter’s Armenian
Church on Sunday to share what their relatives endured at the hands
of the Ottoman Empire after World War I.

"We all, when we were growing up, heard the stories from our parents
and our grandparents about what happened. It’s personal for each of
us," said Father Bedros Shetilian of Troy’s Holy Cross Armenian Church.

The two churches gathered Sunday to commemorate the Armenian Genocide,
which saw upwards of 1.5 million Armenians killed beginning April 24,
1915 — a day "any Armenian knows," Shetilian said. But beyond the
prayers and memorials was another purpose.

Despite the expressed intent of President Barack Obama to do so, the
United States has yet to join 20 nations and more than 40 of its own
states in officially proclaiming the mass deaths an act of genocide.

The legislation is languishing largely to avoid political tension with
the Turkish government, which describes the actions of its predecessor
as the consequences of war and not an attempted extermination.

"The Armenian in me is tired of waiting," said Herand Markarian,
a playwright and scientist who served as Sunday’s keynote speaker.

Markarian said the Armenian diaspora, which was created by those who
fled during the massacres, is used as a political tool in the debate.

Despite governments being comprised of individuals, "individuals have
consciences and governments don’t. They have interests," he said.

"It’s a poker game for them. It depends on who has the stronger cards.

Unfortunately, the word ‘justice’ has no place."

The acts of the Ottoman Empire were carried out with the intent of
eliminating the Armenian minority to allow for an expanded Turkish
state. The roughly 1.5 million Armenians killed represented roughly
half of the population.

Flowers were planted outside St. Peter’s to remember the victims
alongside a monuments that exists for the same purpose.

On Saturday, April 24, local Armenians and supporters will march
from Monument Square in Troy across the Hudson River to The Armenian
American Community Center on Third Avenue in Watervliet to recognize
the genocide.

New York is among the American states that recognize the killings as
an act of genocide, and it does so in strong words. It recognizes
April 24 as a day to commemorate, "in the interest of historical
truth and accuracy," a genocide which utilized "some of the most
inhumane methods."

"It is fitting that all New Yorkers recognize the hardships Armenians
faced, for the purpose of preventing tragedies such as the Armenian
Genocide of 1915-23 from recurring, and in appreciation of the
United States’ role as a place of refuge for all oppressed people,"
the proclamation signed by Gov. David Paterson reads.

"There are three references in the Governor’s proclamation to the
‘genocide,’" said Paul DerOhannesian, a local attorney who introduced
Sunday’s speakers. "That is the word we must use to describe what
happened."

Markarian said it may be time for Armenians to stop waiting. He
noted that the Armenian diaspora across nations lacks both unity and
a figurehead to sit down at the table with Turkey. He called for a
more proactive approach.

"Why don’t we go to the White House and yell, ‘Mr. President, you
promised. … Don’t hide behind these political issues,’" Markarian
said. "We didn’t do it. And we expect the world to come to us?"
