At the April 1 sitting, RA Government made a decision allowing traffic
officers to fine pedestrians violating traffic regulations at the spot.

The executive body approved the program of reforms in police for
2010-2011, aiming at building public confidence for law enforcement
authorities, RA Governmental Information and PR Department informed
NEWS.am.

RA Police Chief Alik Sargsyan reported to Prime Minister Tigran
Sargsyan that due to the recent large inrush of Iranians to Armenia,
crime rate in the country did not increase.

ArmInfo. In Feb 2010 money supply in Armenia grew by 2.5% to 799.1bln
AMD or $2.1bln. As compared with Feb 2009 the index grew by 27.1%.

The Central Bank of Armenia reports that in the structure of the
money supply the share of non-bank cash grew by 0.6% (10.8% growth as
compared with Feb 2009) to 254.2bln AMD. The share of AMD deposits
made up 20.5% or 164.1bln AMD (2.5% growth as compared with Feb
2009), the share of foreign exchange deposits – 47.6% or 380.8bln AMD
(+3.7%). In the structure of AMD deposits the share of call deposits
made up 63.2% or 103.8bln AMD (+6.6%), the share of time deposits –
36.8% or 60.3bln AMD (-3.8%).

In Feb 2010 foreign assets dropped by 3% to 345.9bln AMD (as compared
with Feb 2009 the index almost tripled). Domestic assets grew by 7.1%
to 453.1bln AMD. In the structure of domestic assets liabilities to
the government made up -149.6bln AMD.

The share of economy made up 779.7bln AMD (+2.2% and +16.4%)
wherein the share of organizations was 51.1% or 408.8bln AMD (+2.2%
in Feb 2010), households – 43.6% or 348.7bln AMD (+2.1%), non-profit
organizations – 1.3% or 10.6bln AMD (+1.8%).

The Presidents of Armenia and the United States and Turkey’s Prime
Minister are likely to meet in Washington in April, Head of the
Armenian Revolutionary Federation (ARF) Bureau’s Hay Dat and Political
Affairs Office Kiro Manoyan told a press conference today.

"This is just an opinion, but this was the purpose Obama’s belated
invitation pursued," he said.

"Erdogan knows that his refusal to take part in the impending Nuclear
Security Summit will bring more pressure on Turkey. Thus, he will go
to the US to try to prevent recognition of the Armenian Genocide by
Mr. Obama," he said.

"The U.S. is interested in normalization of Armenian-Turkish
relations. With ratification of protocols, it will relieve the burden
of Woodrow Wilson’s Arbitral Award."

As to Nagorno Karabakh conflict settlement, Kiro Manoyan said no
progress is expected. "War is possible in two cases: if Azerbaijan
is confident of its victory and if Turkey sacrifices Azerbaijan’s
interests for reconciliation with Armenia. Therefore, the ratification
of protocols can raise the possibility of a new war in Karabakh,"
he said.

public discussion over the problem of liberated territories around
Nagorno Karabakh scheduled on April 1 at the Tekeyan center, the
Armenian authorities seek to isolate the Armenian public from any
discussion of the Artsakh problem, an Armenian film director Tigran
Khzmalyan told a news conference in Yerevan today.

According Khzmalyan, Sardarapat movement condemns this conduct of
authorities, when such issues relating to national security are
not discussed in the wide community, but solved through "night
negotiations" and pressure of other countries.

According to Khzmalyan, the idea of preserving the liberated
territories should unite the Armenian people. Any bargaining over the
liberated territories around Nagorno Karabakh should be considered
as treason. "These territories have been acquired by the blood of
our soldiers and are not subject to diplomatic bargaining. To cede
any region from the liberated territories will destroy the entire
defensive system of Armenia and Nagorno Karabakh, which could result
in the resumption of hostilities by Azerbaijan, " he said.

Damadian will be the guest speaker at the Spring Gala sponsored by
the Armenian-American Health Care Professionals of Greater Boston at
the Taj Hotel. This is a collaborative group effort of the Armenian
American Medical Association, the Armenian American Pharmacists’
Association, and the Armenian American Dental Society.

Damadian is noted for his many achievements towards the invention of
the MRI machine. In 1970, he made the discovery that is the basis for
magnetic resonance and went on to build the first MR scanner. In 1978,
Damadian established FONAR, the first MRI manufacturing company.

According to in 1988, Damadian was awarded
the National Medal of Technology by President Ronald Reagan.

Rahim Humbatov: It is high time to struggle on the international
level for the cancellation of the decisions on the recognition of
the so-called Armenian genocide

Crimea – APA. Izyum City Council of Khrakov province cancelled its
decision passed on the eve of the New Year on the recognition of the
so-called Armenian genocide. Head of Crimea Azerbaijanis community
Rahim Humbatov told APA that the City Council passed the decision
at the next session. Mayor of Izyum sent letters about it to head of
Crimea Azerbaijanis community Rahim Humbatov and Crimea organization
of Ukrainian Azerbaijanis’ congress. Rahim Humbatov said they worked
much to achieve the cancellation of the decision on the recognition
of the so-called Armenian genocide.

"This decision contradicted Ukraine’s legislation, local authorities
have no right to pass such a decision. We also appealed to Izyum
prosecutor’s office for giving legal assessment to the decision of the
Izyum City Council. After long struggle we achieved the cancellation
of the illegal and unfair decision. It is high time to struggle on
the international level for the cancellation of the decisions on
the recognition of the so-called Armenian genocide. There are enough
grounds for this," he said.

This is the first case in the world when the decision on the
recognition of the so-called Armenian genocide was cancelled.

Samvel Babayan, ancien chef militaire du Haut-Karabagh, a

ce soit ", a declare Babayan lors d’une conference de presse.

" La situation est vraiment dangereuse. La guerre peut eclater
n’importe quand. "

Babayan, qui a dirige les forces armeniennes du Karabagh pendant
la guerre avec l’Azerbaïdjan entre 1991 et 1994, a fait valoir que
le seul facteur empechant la reprise des combats est un manque de
confiance en soi de l’Azerbaïdjan.

" L’Azerbaïdjan se rend compte que si elle reprend la guerre et echoue
sur le champ de bataille, elle perdra non seulement 13 a 20 % de son
territoire, mais peut-etre 50 %, et qu’alors, aucun mediateur ne sera
en mesure d’arreter le conflit ", a-t-il ajoute. " Consciente de cela,
elle se rend compte qu’elle doit très bien se preparer a la bataille.

Ces remarques contrastent avec une declaration faite par le ministre
de la Defense armenien, Seyran Ohanian, la semaine dernière. Ohanian,
egalement chef militaire pendant la guerre du Karabagh, a declare a
RFE / RL qu’une autre guerre avec l’Azerbaïdjan semble peu probable
a ce stade.

after the shameful interview to BBC, an Armenian expert said.

"The meeting with head of the Armenian community Bedros Sirinoglu was
a PR action, which, by the way, arouse discontent of the community,"
Artak Shakaryan told a news conference in Yerevan.

"The events of 1915 generated a conflict between our nations, which
had lived in peace before. We should forget this conflict and look
into the future. The Armenian President is of a similar opinion,"
TRT quoted Sirinoglu as saying on March 26.

"Turkey seeks a convenient leader for Armenian community, which already
feels hostage to the government. Ankara wants to secure itself against
appearance of a new Hrant Dink," Mr. Shakaryan noted

Council Of Europe Anti-Racism Commission Visits Armenia

/PanARMENIAN.Net/ A delegation of the European Commission against
Racism and Intolerance (ECRI) visited Armenia from March 23 to 26,
2010. During its visit, ECRI’s delegation gathered information on the
implementation of the recommendations it made to the authorities in
its 2006 report and discussed new issues that have emerged since.

The delegation held meetings in Yerevan with representatives of all
relevant ministries, public officials and human rights NGOs. It also
visited accommodation centers for asylum-seekers and refugees as well
as neighborhoods and villages with minority population.

Following this visit, ECRI will adopt a report in which it will make a
fresh set of recommendations on measures to be taken by the authorities
to address racism, racial discrimination, xenophobia, antisemitism
and intolerance in the country. Among these, three will be revisited
in two years’ time as part of an interim follow-up procedure.

In its 2006 report ECRI had deplored the lack of comprehensive civil
and administrative anti-discrimination legislation. ECRI had also
found that the Yezidi minority continued to face problems. Moreover,
ECRI had recommended changes to the law on alternative service,
the CoE communications unit reported.

The next one or two months will see rapid developments in the
Nagorno-Karabakh peace process, the former Armenian minister of
foreign affairs, member of the Armenian National Congress (ANC)
Alexander Arzumanyan told reporters on March 31, commenting on the
present state in the Nagorno-Karabakh peace process.

"The authorities are, as the saying is, playing the ass, waiting
for ass to choose between two bundles of hay," he said. They assumed
responsibility, they are giving promises and are ready to do anything
to retain their posts, Arzumanyan said. Now it is time for keeping
the promises, and no one is going to allow them to go back on their
promises," he said. Authorities will be unmasked – they are trying to
deceive the entire international community – or the Armenian society
will realize what is going on," he said.

According to Arzumanyan, none of the principles on the table meets
the interest of Armenia and Nagorno-Karabakh. "Any solution the
Nagorno-Karabakh people will consent to is acceptable to us," he said.
