Prime Minister Recep Tayyip ErdoÄ?an’s hinting at deporting 100,000
Armenians working illegally in Turkey has, interestingly, captured the
country’s attention immediately. The fact that his remarks amount to a
gaffe that leaves Turkey in a politically difficult position as we get
closer to April 24 has added to the media’s interest.

ErdoÄ?an gave an overblown figure for the number of Armenians working
illegally in Turkey, and this urged many people to wonder whether
these Armenians were being held hostage against the possibility of
foreign parliaments adopting bills recognizing the Armenian genocide.
Moreover, it was not rational for him to propose, as the prime
minister of a country that rejects genocide accusations, a measure
that recalls genocide. Not a single person believed that these illegal
Armenian workers might be sent back to their homeland. This belief
rests on the fact that humanitarian values now precede political
motivations in this issue.

The prime minister’s unfortunate remarks served as a litmus test that
brought to surface the change in Turkey. All media organizations
reported his remarks along with interviews with Armenians. All human
rights associations condemned ErdoÄ?an, and perhaps as a more important
indication, Muslim readers sent messages protesting or criticizing
him. This incident indicates once again the risks before the Justice
and Development Party (AK Party). Today, the AK Party does not face
serious competition in the political spectrum, but its supporting
demographic are freeing themselves more quickly from the party. While
the AK Party is still forced to maintain its coalition with
nationalism, a dynamic group of its supporters, accounting for about
10 percent of its total vote, consisting mainly of young people in
cities and gradually increasing in number, is significantly ahead of
the AK Party’s management in terms of human rights and democratic
criteria. We will possibly see the outcome of the pressure from this
group on the party’s management in the next election. If it can
establish a single-party government, we can predict that more `young
devout people’ will find a place within the AK Party government and we
will see a more reformist and more pro-European Union government.

Therefore, we will spend the year to come with the reform moves
intended to smooth out the legal framework of the coming term, but we
will probably not see major moves in the political sphere. However,
the expectations for reforms in the political sphere will continue to
mount each day. As the tension between reality and expectations will
affect the AK Party’s election performance to a great extent, we will
witness draft reforms being reconsidered as we near the election
period.

The relations with Armenia seem to be trapped within this general
political environment. In other words, it would be realistic to assume
that the steps toward the opening of the common border between Turkey
and Armenia will be postponed for at least one year. Yet this is a
long stretch of time, and if Turkey spends this period without doing
anything, this would imply that its claim of having good relations
with its neighbors is false, further adding to anti-Turkish sentiments
in Western countries. For this reason, it wouldn’t be a surprise if
Turkey launched a civil society initiative geared toward Armenia.

However, this effort does not guarantee that parliaments of Western
countries will stop adopting genocide bills. Turkey must pursue a more
realistic policy. Western parliaments’ adoption of resolutions
concerning a historic incident that occurred in another territory may
be flawed from a legitimacy perspective, but it is obvious that the
main cause of this is Turkey’s policy of intentional indifference and
denial for the last 90 years. By adopting genocide resolutions,
Western parliaments are acting in an illegitimate manner from a
political perspective, but they are quite justified from a
psychological standpoint.

The more Turkey insistently refuses to accept the realities that
occurred during and after 1915, the higher the likelihood that the
world will call these incidents `genocide.’ If, in addition to this
policy of denial, Turkey shows extraordinary resistance to returning
the properties that belonged to the foundations of non-Muslim
minorities, this possibility of attaching the `genocide’ label to the
incidents will increase further. This is because the story of 1915 and
its aftermath is not only one of the people who were displaced or
killed, but also one of a community whose cultural assets and
properties were usurped. Turkey not only refuses to carry the burden
of the dead people, but also continues to hold a handful of their
properties as spoils. This inevitably adds credence to the
genocide-still-continues discourse.

Then the prime minister talks about sending back 100,000 Armenian
workers. A diplomatic blunder, his remarks are possibly an indication
of a block. There is a general congestion in how Turkey sees the
Armenian community, Armenia and the genocide issue. The government’s
room for maneuver has contracted considerably. In theory, two options
may be tried. But the option to adopt more nationalistic discourse is
not very likely as it is getting harder for Muslim groups to accept
it. So we are left with the initiative policy as an extension of a
more democratic perspective. Unfortunately, we have to wait at least
one year for this policy.

Central Information Department of the Office of the NKR President
told Armenpress that during the meeting members of the organization
introduced to B. Sahakyan the activities carried out by them in 2009
and action plans for the year of 2010.

Bako Sahakyan considered important the role of Artsakh women in
the state-building process, upbringing of younger generation and
preserving national traditions. The President rated positive the
active involvement of the "Mayrutyun" organization in the public
sphere of the country expressing hope that it would keep maintaining
such a working style.

Turkmenistan’s Cabinet of Ministers Khydyr Saparliyev will be in
Armenia from April 4-10 for participation in a business forum and
exhibition on textile and carpet industry.

Agency, the exhibition will open on April 8.

ArmInfo. The USA is interested in continuation of the Armenian-Turkish
process, said US Ambassador to Armenia Marie Yovanovitch at the
Armenia-Turkey policy discussions held in Yerevan, Thursday.

The policy of establishment of Armenian-Turkish relations and
rapprochement between the two nations is still a challenge though the
publics of the two countries already realize the necessity, benefits
and prospects of this rapprochement, she said. Therefore, the publics
of Armenia and Turkey should create a demand for normal relations
between the two countries. This demand will help the Armenian and
Turkish politicians, who have already made the first steps towards
this, to make the further steps as well, said Yovanovitch.

Eurasia Partnership Foundation (EPF) together with Istanbul-based
Global Political Trends Center (GPoT) and with funding from USAID
are holding the Armenia-Turkey policy discussions on March 25-26, 2010.

The meeting brings together a number of distinguished opinion
makers and media professionals from Turkey and Armenia. The list of
participants includes retired Armenian and Turkish diplomats and
high-level government officials; as well as renowned Armenian and
Turkish media professionals.

Thirty-nine liters of alcoholic beverage were found and confiscated
in Armenian penitentiary institutions.

The search also revealed 105 mobile phones, 75 piercing tools and
two cases of illegal drug turnover.

Two inmates have been hospitalized. Another three convicts have
returned from hospitals to penitentiary institutions, reports
Arsen Babayan, a spokesman for the Justice Ministry’s Department
of Penitentiaries

It is still unknown whether the All-Armenian Catholicos will have a
seat in Yerevan or not.

St. Anna Church is planned to be built near St. Katoghike Church,
at the intersection of Sayat-Nova and Abovyan streets. The building
of the Language Institute stood on the site by 2007.

"Last summer the Armenian Patriarch sanctified the area and we have
been looking forward to the church erection ever since. The project is
already drawn up but I don’t know why the construction is postponed,"
priest of St. Katoghike Ter Avetis Danielyan told A1+.

St. Katoghike was overcrowded during our visit. The candle seller
said the number of visitors rapidly increased after the demolition
of the Language Institute.

"I have heard that the government wanted to erect a new church in
the nehgbourhood. And now they want to tear down the summer hall of
Moscow Cinema. Instead of building one they plan to erect another,"
said Terevan citizen Zvart Simonyan.

St. Anna Church will be built by architect Hrach Poghosyan and
financial support of Hrayr and Anna Hovnanyan.

We were informed from Mother See of Holy Etchmiadzin that the
construction works will start as soon as Yerevan City Hall sets
it going.

Member of the Armenian National Congress David Shahnazaryan, on March
24, dwelling on the current situation of the NKR issue settlement,
said there are new realities in the process. According to Shahnazaryan
the Armenian government is trying to promote new mediatory formats. He
says it is a very dangerous element. According to Shahnazaryan, a
new reality is the disagreement of the Armenian government with the
updated principles of Madrid. He says by suggesting Aliyev to sign
an accord on non-use of force on Euronews, Serge Sargsyan is trying
to turn around the current situation.

Shahnazaryan says the behavior of the Armenian government proves that
the process reached the moment of sincerity in the Minsk group and
Armenia tries to evade. So, new processes are taking place within
the Armenian power. Shahnazaryan means the political pretentions of
Robert Kocharyan.

Shahnazaryan says now they tell Serge Sargsyan to hand the power to
them. There are important issues which are not discussed, such as
the deployment of peace forces; as to the 5 regions everything is
clear there. He notes that negotiations have been carried out for two
years on the return of five regions. As to the situation within the
government in this context, David Shahnazaryan thinks Robert Kocharyan
intends to take the opportunity seizing the power from Serge Sarsgayn.

Shahnazaryan believes Kocharyan does not have political future but
mostly a criminal one. The possibility of what Kocharyan and Oskanyan
are demanding is equal to almost zero. In answer to the question what
may hinder Kocharyan, David Shahnazaryan answered, "Striped clothes".

By the way, as to the case against Robert Kocharyan which the HAK is
going to present to the Court of Hague, Shahnazaryan said the case
was not sent, when it is, they will inform the media.

"I think that this is a quite clear way of defending its interests
for Azerbaijan, as that country is ready to do anything to thwart the
ratification of the Armenian-Turkish protocols," the political analyst
Stepan Grigoryan told NEWS.am, commenting on Azerbaijan’s suspending
its talks with Turkey and demanding that the Armenian-Turkish
reconciliation be linked to the Nagorno-Karabakh peace process.

"This is one of the steps by Azerbaijan. After all, agreeing
or refusing to be involved in the Nabucco project, means not only
pressure on Turkey, but, fist of all, on the positions of the United
States and European Union – they that are interested in a success in
the Armenian-Turkish normalization process. That is this pressure is
being exerted in two directions – the West and the East – because
the Armenian-Turkish reconciliation does not promise anything good
to Azerbaijan," Grigosyan said.

As to the probability of Azerbaijan’s pressure achieving its
aim, he said: "Since the implementation of the Nabucco project is
still problematic, Azerbaijan’s pressure is not in practice, but in
‘theory’. What is more, Turkey does not exert any serious efforts nor
does it state its readiness to participate in the Nabucco project,
and I am not sure that Azerbaijan’s blackmail will be effective. Even
if the Nabucco project is realized, the pipeline can be constructed
along a roundabout route, one that would bypass Azerbaijan – say a
route from Central Asia through Iran. Sao I do not think that this
instrument at Azerbaijan’s disposal will be so effective."

The Azerbaijani political analyst Elgar Mamedov stated on March 23:
"If we clearly see Armenian-Turkish reconciliation without any progress
in the Nagorno-Karabakh peace process, Baku will not think for too
long. The authorities may not plainly state this, but they may give
up the Nabucco projects, as well as a number of other projects having
to do with European energy security."

the Armenian and Turkish relations for which I have already visited
Armenia for 5 times in the last 24 months, said the head of the Turkish
Liberal-Democratic party Jem Tocker. "Our people do not deserve the
current situation as we have lived together for 700 years.

All I wish for Turkish people- civil freedoms, economic prosperity,
I wish to the Armenian people too", says Tocker.

Dwelling on Erdogan’s statement that he will expel Armenian citizens
from Turkey, Tocker said all the publications of the Turkish press,
all condemn Erdogan’s statement. "Even governmental press criticizes
him. I am one of the critics. It is unacceptable, if the government
decides to implement his intention, the Turkish people will strongly
disagree. It is racism", said Jem Tocker.

By the way, Jem Tocker said he had a one-hour conversation with the
Turkish president Gul after his third visit to Armenia and presented
his impressions. Jem Tocker says Gul is the only Turkish high-ranking
official who is devoted to the Armenian and Turkish process with his
heart and soul.
