Turkey can co-habit with Armenia, said Turkish Minister of Foreign
Affairs Ahmet Davutoglu to reporters, while on a plane to Bulgaria,
reports Turkish news source Sabah.

"Our conflict with the Serbs has a thousand-year history, while our
issues with the Armenians, one century. And if we were able to change
the nature of Turkish-Serbian relationships in one year, to co-habit
with them, why won’t we do the same in Armenia’s case?" said Davutoglu.

"Over a period of six months, I met with my Serbian counterpart
11 times. The Armenians don’t discuss the Nagorno-Karabakh issue
with us, saying ‘You side with Azerbaijan.’ However, we say, ‘If
by talking to Serbia we settled the issue, we will resolve it with
you, as well.’ Thanks to us, Serbia and Bosnia and Herzegovina
were able to live side-by-side, as a result of which Bosnia and
Herzegovina sent an ambassador to Bosnia. The pain and suffering were
greater in the conflict between the Serbs and Bosnians than in the
Armenian-Azerbaijani conflict.

"After speaking with the president of Bosnia and Herzegovina at
the airport for two hours in the middle of the night, the issue
with the Serbs was resolved. Now it’s the Serbs turn to apologize
for Srebrenica. And if we can talk with the Serbs, with whom we’ve
struggled against for a thousand years, why won’t we talk with the
Armenians? It’s been six months since we’ve been holding trilateral
meetings with Serbia and Bosnia and Herzegovina. Why wouldn’t we do
the same for Armenia and Azerbaijan?" said Davutoglu.

According to Hurriyet Daily News and Economic Review, in recent months,
Davutoglu has engaged in intense diplomatic talks between Serbia,
Bosnia and Herzegovina and other countries in the region in an effort
to end potential strife between the neighboring nations.

Earlier, Turkey-mediated talks had prompted Serbia and Bosnia and
Herzegovina to appoint ambassadors to each others’ capitals.

In February 2010, there were 8.75 million visits and 45.6 million page
views in websites registered on Circle.am, an Armenian web sources
rating system, according to a study called Internet in Armenia and
jointly prepared by Circle.am and B24.am website.

According to the study, the growth rate of internet visits in Armenian
web sources registered last autumn were maintained this year, which
the authors of the study say is mainly accounted for by seasonal
spurt of visits and by the growth in the internet retail market.

Compared to the summer, according to the study, there is a 30-35%
worldwide growth in internet visits during the winter months.

Since April 2009, the number of websites registered in Circle.am has
increased by 200, of which only 20% has had a significant impact upon
the overall number of internet visits.

In February 2010, 1.2 million visits have been registered in these
200 new websites, and they have brought about a 35% growth in internet
visits.

The March equinox will occur on March 20 (not March 21) in 2010,
marking the beginning of spring in the northern hemisphere and fall
(autumn) in the southern hemisphere from an astronomical viewpoint.

Byurakan Astrophysical Observatory Director Hayk Harutyunyan, at a
press conference today, said that it’s been already 20-30 years that
spring equinox is marked on March 20. He said the public was still
misinformed and assumed the date fell on March 21.

The March equinox will occur at 17:32 (or 5:32 pm) at Coordinated
Universal Time (UTC) on this date.

ArmInfo. Delegation of the Armenian National Security Council (NSC)
led by NSC Secretary Arthur Baghdasaryan is on a visit to the Russian
Federation. Armenian NSC press-service reported that A. Baghdasarya
and his Russian colleague Nikolay Patrushev signed an agreement of
cooperation between the two security structures.

Afterwards, Patrushev told media that they discussed issues of
bilateral cooperation of Armenia and Russia and developed a single
position on how to meet new global challenges. He said that A.

Baghdasaryan had a series of important meetings with Russian
high-ranking officials and discussed a broad spectrum of issues. For
his part, A. Baghdasaryan said that the consultations with his Russian
colleague were quite effective.

"We will continue enhancing cooperation in specific areas. Working
groups will be set up to help implementing the agreements achieved. We
are very satisfied with the visit and reception," Baghdasaryan said.

Interview of Professor Rouben Safrastyan, Director of the Oriental
Studies Institute of Armenian National Academy of Sciences,

Mr. Safrastyan, what will the American-Turkish political intrigues
around the H.Res.252 lead to?

Actually, the political intrigues around the H.Res.252 affirmed by
the US House Committee on Foreign Affairs, as well as the severe games
between Ankara and Washington are still going on. I think Turkey will
exert all efforts to hinder the passage of H.Res.252 by the Congress;
moreover, Turks are striving to Obama’s refusal to pronounce the word
"genocide" in his annual traditional speech. For its part, the USA
is striving to make Turkey continue the process of normalization of
relations with Armenia. Moreover, Washington has other goals connected
with the launch of the process of withdrawing the US troops from Iraq.

These processes are connected with the growing tension around Iran.

That is to say, the USA and Turkey are currently bargaining on these
issues. In these conditions, it is unreasonable to make any forecasts
about the destiny of H.Res.252, as the decision may be taken at the
very last moment, literally before April 24.

Don’t you think Washington is unlikely to promote the H.Res.252,
thereby losing the stick it is constantly using to threaten Ankara?

One should take into account several factors here. First of all,
even if H.Res.252 becomes a part of the Congress agenda, it will not
mean that the USA has lost that stick, since it is still a question
if the Congress will adopt it. In addition, there is another process
around the annual message by Obama to the Armenian community. So,
manipulating on these two processes, the USA exerts pressure on Turkey
permanently maneuvering.

Do you think the US Administration had a hand in the initiative of
pro-Armenian congressmen, particularly, H.Res. 252?

I think that both Armenian lobby and US Administration that used it
as a stick for Turkey had their own role in this process. In general,
for its part the Administration uses the Armenian lobby’s actions as
a stick, that is to say, quite a big game is played.

What domestic political reasons made the Swedish Parliament recognize
the Armenian Genocide?

Specific domestic political reasons really played their own part in the
given decision. In particular, I suppose that the Social Democratic
Party of Sweden had a big part in this. Unlike the previous years,
it supported the pro-Armenian resolution. That is to say, certain
domestic political developments probably had their impact on the
process. At the same time, recognition of the Armenian Genocide by the
Swedish parliament, as well as by parliaments of many other states
is mostly connected with understanding of the evil of Genocide. In
the first half of the 21st century the humanity will realize this
fact of absolute evil better. The Genocide against Armenian people
was committed almost 100 years ago but it has not been condemned by
the legal successor of the Ottoman Empire, Turkey. When condemning
the Genocide, the countries show their willingness to prevent this
crime in the future.

Speaker of Armenian Parliament Hovik Abrahamyan has recently said
once again that Armenia will ratify the Armenian-Turkish Protocols
only after their ratification by Turkey. What is such position
conditioned by?

The reason is that at present it is getting more and more obvious
that Ankara delays the ratification of Protocols trying to use them
as the means of bargain with the USA and pressure on Armenia in the
Karabakh peace process. At the same time, it is also obvious that
these tricks will have no effect on the final results of the Karabakh
peace process and Armenian-Turkish normalization process.

How much advantageous may Armenia’s position be considered in case
of disruption of the Armenian-Turkish process?

It is Turkey that led the Armenian-Turkish normalization to deadlock.

This is evident. In such a situation, the process may be terminated
and Armenia may withdraw from it. We should take into account several
circumstances when analyzing the way it has passed. In particular,
it is important for all the leading countries to understand Armenia’s
approach, saying that the Armenian-Turkish and the Karabakh processes
must not be linked. Turkey’s attempts to link these processes received
no positive response and proved that all the leading players in
the world share our stance. Secondly, Armenia has shown that unlike
Turkey, it displays more responsibility towards the signed documents
and deviates from them not a jot. As regards Turks, they signed one
thing and spoke about another thing constantly, which undermined
the confidence in them. Moreover, it is also important that if the
process is suspended and Armenia withdraws from it, for which all the
necessary legal premises as amendments to the Law "On international
agreements" have been already created by the Armenian parliament,
we’ll find ourselves in an advantageous situation. Having signed
the Protocols, Turkey signed documents containing no preconditions
or dictate with respect to Armenia that it has held since 1991
when advancing preconditions to establish diplomatic relations and
unblock the border. Thus, actually, Ankara has given up this policy
of pressure and dictate, and if some time later a new normalization
process starts, which is inevitable, we can start it from these
documents, in which Turkey gave up the preconditions.

Why is this process inevitable?

The reason is simple. There should be no artificial barriers between
countries in the 21st century and a state cannot exert pressure on
another state demanding to change the political course using the
factor of the closed border. It is simply inadmissible.

what is really taking place in the Karabakh process within the frames
of the Madrid principles?

Having no Madrid document coordinated by the parties, we have only to
guess about its content. If in case of the Armenian-Turkish process we
have such a document in the form of the signed Protocols, we cannot
say the same in case of the Karabakh process. Anyway, we should make
the Minsk Group intermediaries and Azerbaijan understand strictly
that the problem of the NKR status must not be discussed, as Karabakh
residents gained it independently by their own forces. As for returning
of the territories around Nagornyy Karabakh or some of their part,
this issue should be discussed by residents of Karabakh themselves,
that is to say, the NKR itself should decide what territories it needs
to ensure its security. The Armenian party has all the grounds for
this as it won the Karabakh war and settled the Karabakh conflict in
favor of itself. Moreover, over the whole period of Karabakh settlement
Armenian diplomacy proved that it was a more constructive partner of
Minsk Group than the Azerbaijani one.

(ADA), told a news conference on March 16 at Novosti international

He said Armenian companies will showcase their produces in a separate
pavilion. According to him, some 20 local companies have already
expressed their intention to take their foods as well as fresh
vegetables and fruits to Abu Dhabi.

He said the biggest investment companies will be invited to take part
in a businessmen forum of businessmen from Armenia and the United
Arab Emirates, scheduled for May.

State Dept Says It Cannot Stop Genocide Resolution

WASHINGTON — A U.S. congressional resolution that would recognize
World War I-era killings of Armenians by Ottoman Turks as genocide
could go forward despite opposition from the Obama administration.

Assistant Secretary of State Philip Gordon told reporters there is
no deal with Democratic congressional leaders to block the resolution.

That contradicts earlier claims by the State Department.

Turkey strongly opposes the resolution. It withdrew its ambassador
to Washington earlier this month after a congressional committee
approved the measure.

Gordon acknowledged the congressional committee vote had set back
relations at a time when the United States is seeking help from
Turkey to rein in Iran’s nuclear ambitions. But he said the United
States has not seen a deterioration in cooperation with Turkey on a
wide range of foreign policy matters.

The Obama administration has urged lawmakers to keep the measure from
a vote in the full U.S. House. It is not clear whether supporters of
the resolution have enough support to bring it to the House floor.

Gordon said the resolution is an obstacle for reconciliation talks
between Turkey and Armenia. The two countries reached a deal last
year to normalize relations and open their border, but it has not
yet been ratified by their governments.

But Gordon denied the process had stalled.

"I really think that those two countries’ leaderships are committed
to doing this," he told reporters.

He said that the Obama administration thinks the historical issues are
best addressed by the two countries as part of reconciliation talks.

Historians estimate that up to 1.5 million Armenians were killed by
Ottoman Turks around the time of World War I, an event widely viewed by
scholars as the first genocide of the 20th century. Turkey, however,
denies the deaths constituted genocide, saying the toll has been
inflated and that those killed were victims of civil war and unrest.

In a speech, Gordon urged Turkey to step up pressure on Iran,
a neighbor and important trading partner. He criticized Turkey for
not voting on a resolution at the International Atomic Energy Agency
demanding that Iran suspend construction of a once-secret nuclear
facility.

"With respect to Iran, while the international community has sought
to present a single, coordinated message to Iran’s government, Turkey
has at times sounded a different note," Gordon said, according to
prepared text of the speech.

Is it possible to say that after the US House committee adopted
a resolution recognizing the killings of Armenians in 1915 as
‘genocide’, the loss of US influence in Azerbaijan and Turkey has
reached an all-time low?

There is no doubt about it. The Americans have gone beyond the
boundaries of the possible to lose the great reserve of trust in them
that accumulated in Azerbaijan and Turkey in recent years. It has even
come to the point when hatred towards the United States and its false
ideals has formed in Azerbaijan. Our country has repeatedly tried
to make closer ties with the US political elite, to find a friend
there, but in response it has seen an openly biased and mercantile
attitude towards itself. It is already clear that different circles
in the United States are closely linked to the Armenian diaspora,
thanks to which most of them become congressmen and influential people.

The United States is the only country that allocates annual official
financial aid to the Karabakh separatists. In addition, the United
States is clearly concerned at the strengthening of Azerbaijani-Turkish
fraternity which cannot be spoiled by the interested parties, while
Azerbaijan is developing economically and becoming a more influential
state in the region.

In other words, many factors have caused the loss of US influence
in Azerbaijan and the adoption of the resolution on the so-called
‘Armenian genocide’ in the congressional committee was the last straw.

The US State Department report of 1 March says that 30-35% of drug
users in Azerbaijan are students. This information caused indignation
among the Azerbaijani public and the US embassy in Azerbaijan was
obliged to apologize for the inaccurate report. Is this proof that
the US State Department has a negative attitude towards Azerbaijan
and does not attach special importance to our country if it quotes
unchecked figures?

First of all, this proves the two-facedness and double standards of the
United States in its policy on Azerbaijan and its unawareness of the
realities of life in Azerbaijan, as well as a complete unwillingness
to study the life of the Azerbaijani public in detail.

The figures in the US State Department report are not merely insulting
to Azerbaijan, they are disgusting in terms of their bias and lies.

The fact that the lie was acknowledged by the US embassy in
Azerbaijan only further undermined trust in US values, as it showed
that reports can easily be changed depending on a country’s reaction
to the latest lie.

This is a clear case of amorality in action.

Does the United States have the authority to be an arbiter, as it has
not apologized for dropping nuclear bombs on Hiroshima and Nagasaki?

You are quite right to say that the United States has not apologized
for the mass termination of civilians in Hiroshima and Nagasaki,
for the use of nuclear weapons and that this country has already lost
the moral right to teach other nations and states.

Three million Vietnamese were killed by Americans during the war in
Vietnam! Just imagine the scale of the loss!

Americans invaded Iraq, presenting to the world a false report about
the alleged presence of nuclear arms in Iraq. Even when this lie
was disclosed afterwards, the United States did not apologize to the
world community and remained in the country where citizens are dying
every day.

After this the United States has no moral or ethical right to indicate
to other countries the mechanisms for settling problems.

John Mortl (letter, 10 March) dismisses the Armenian genocide as an
"emotive label". Would he also regard the Holocaust as an emotive
label, and an inconvenient obstruction to better relations with
Germany?

It is not, as he implies, an "emotive" irrelevance to distinguish
between casualties of war consequent upon disputes between nations,
and wholesale programmes of racial and religious extermination
conducted under cover of attendant domestic and national dislocation.

It is a question of historical and moral accuracy.

Armenia, the Kulaks, Cambodia, Rwanda, Srebrenica, Darfur: the list
goes on. It is emotive because we are emotional beings, but ones gifted
with reason. It is in balancing these twin poles that we achieve our
humanity. Deny this, and we surrender to the bleak moral bankruptcy of
realpolitik and a world of meaningless persecution, pogrom and death.

Genocide as a label has meaning, and now more than ever it requires
our recognition, however and whenever it occurs.

It shows a lack of understanding of international politics and of
history to suggest that Israel is "the gem that was born out of the
ashes of the Holocaust" (letter, 9 March).

With the exception of Stalin’s Soviet Union, all the major powers that
supported the establishment of a Jewish state in Palestine after the
Second World War already supported it by the end of the First World
War, and neither the Zionists themselves nor their allies in western
governments predicted the Holocaust. Stalin’s Soviet Union was the
only power to invoke the Holocaust as grounds for supporting the
establishment of the State of Israel. Does anyone seriously entertain
the idea that Stalin felt sorry for Jews?

The tragedy of the Holocaust has been used as an effective propaganda
tool by Israel and its apologists for several decades now.
